RESOLUTION R2023-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, AUTHORIZING EQUITY ADJUSTMENTS AND AMEND THE SALARY MATRICES FOR EXECUTIVE MANAGEMENT, MANTECA MID-MANAGER’S ASSOCIATION (MMA), AT-WILL MANAGEMENT POSITIONS, AND MANTECA TECHNICAL SUPPORT SERVICES ASSOCIATION (MTSSA) WHEREAS, the Human Resources Department conducted recruitments to fill the Deputy Director of Engineering vacancy; and WHEREAS, the recruitment failed due to compensation in surrounding agencies; and WHEREAS, a compensation analysis was requested by the department for several positions including the Deputy Director of Engineering, the Senior Engineer, Senior Construction Inspector, Construction Inspector I/II series and a Human Resources completed the analysis; and WHEREAS, the analysis concluded that the positions were underpaid; and WHEREAS, a recommendation was made to increase the salary of said positions for purposes of recruitment and retention; and WHEREAS, the Deputy Director of Engineering has now been classified as an At-Will position; and WHEREAS, a result of the Deputy Director equity adjustment resulted in a compaction issue with the Director of Engineering; and WHEREAS, the Director of Engineering salary requires adjustment to be in compliance with the language in the Executive Management Summary of Salary and Benefits; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
2. Approval of the MTSSA, MMA, At-Will Management and Executive Management Salary Matrices.
3. This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 17th day of October, 2023 by the following vote:
