RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, AUTHORIZING THE BUDGET APPROPRIATION IN THE AMOUNT OF $65,105.39 TO FUND THE RECLASSIFICATION OF THE LEAD ANIMAL SERVICES OFFICER, DISPATCH COORDINATOR AND LEAD RECORD CLERK POSITIONS AND APPROVE THE SALARY MATRIX FOR THE MANTECA POLICE EMPLOYEES ASSOCIATION (MPEA) WHEREAS, in July 2023, a vacancy of the Lead Animal Services Officer was created, and WHEREAS, the department took this time to reassess the position, updating any new knowledge, skills and abilities of the job description, bringing training, education or certification requirements current in line with industry standards; and WHEREAS, Human Resources conducted a compensation analysis; and WHEREAS, Human Resources also reevaluated the other lead positions in MPEA being Dispatch Coordinator and Lead Record Clerk; and WHEREAS, the analysis concluded that the positions are performing supervisory duties; and WHEREAS, the positions should be reclassified to Animal Control Supervisor, Public Safety Dispatch Supervisor and Police Record Supervisor; and WHEREAS, properly reclassifying these positions ensure they are treated as supervisory and receive commensurate pay; and WHEREAS, the compensation study also revealed the positions are underpaid between 7.45% to 23% in comparison to similar agencies; and WHEREAS, a recommendation was made to increase the salary of the positions as follows:
Animal Services Supervisor from MPEA 26a3 to MPEA 36a3
Police Record Supervisor from MPEA 30a4 to MPEA 36a3
Public Safety Dispatch supervisor from MPEA 43a4 to MPEA 46a4; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
2. A budget appropriation is not needed due to anticipated vacancy savings.
3. Approval of the Manteca Police Employees Association Salary Matrix.
4. This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 7th day of November 2023, by the following vote:
