RESOLUTION R2023-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, APPROVING THE MEMORANDUM OF UNDERSTANDING AND SALARY MATRIX FOR THE MANTECA MID-MANAGERS ASSOCIATION THROUGH JUNE 30, 2026 WHEREAS, the City of Manteca has a memorandum of understanding with the Manteca Mid-Manager’s Association (MMA); and WHEREAS, the memorandum of understanding expired on June 30, 2023; and WHEREAS, the City of Manteca and MMA negotiated and agreed to a new contract; and WHEREAS, the term of the new contract is July 1, 2023 through June 30, 2026; and WHEREAS, a 2% Cost-of-Living Adjustment (COLA) will be received by all job classifications (2% for 2023 payable on first pay period following ratification with no retroactivde pay); and WHEREAS, a one-time non-PERSable signing bonus of $5,000 will be paid to members of this unit who were on payroll upon adoption of this contract; and WHEREAS, the City and Association agree to discuss a salary/wage reopener no later than March 1, 2025; and WHEREAS, members will be allowed to cash out 60 hours of administrative leave without utilizing 45 hours; and WHEREAS, members shall receive an increase of 0.5% to their non-stackable educational incentive payable as 3% of their monthly base rate of pay for a Bachelor Degree or 3% for a Master Degree with a cap of 3%, provided the degree is not required for the position; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
2. Approval of appropriating American Rescue Plan Act (ARPA) Funds in the amount of $290,000 to fund the agreed upon contract with the Manteca Mid-Manager’s Association.
3. Approval of appropriating $185,040 from the General and other funds to fund the additional incentives and benefits of the contract with MMA.
4. Approval of the MMA Memorandum of Understanding effective July 1, 2023-June 30, 2026.
5. Approval of the MMA Salary Matrix effective October 16, 2023.
6. This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 7th day of November 2023, by the following vote:
