B.1. 23-542 CONFERENCE WITH LABOR NEGOTIATORS (Government Code Section 54957.6): City designated representatives: Toni Lundgren, City Manager, Jose Jasso, Assistant City Manager, and Acting Human Resources Manager Tricia Cobey. Employee Organizations: Manteca Police Officers’ Association, Manteca Police Employee’s Association, Manteca Firefighters IAFF Local 1874, Operating Engineers Local Union No. 3 (OE3), Manteca Technical and Support Services Association, Manteca Mid-Manager Association, and Manteca Public Safety Management Association.
B.2. 23-543 CONFERENCE WITH REAL PROPERTY NEGOTIATORS - (Gov. Code § 54956.8): City Negotiators: Toni Lundgren, City Manager, Daniella Green, Assistant City Attorney - 1403 W Atherton Drive, Manteca, CA San Joaquin County APN 226-160-220 - Under Negotiation: Price and Terms of Potential Purchase.
B.3. 23-544 CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION - (Government Code section 54956.9(d)(4)) - Number of Cases: 1 - Based on existing facts and circumstances, the City is deciding whether or not to initiate litigation.
B.4. 23-545 CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION - (Government Code Section 54956.1(d)(1)) - Delicato Vineyards LLC et al. v. City of Manteca, et al., San Joaquin County Superior Court Case No. STK-CV-UWM-2023-8966.

REPORT ON ACTION TAKEN IN CLOSED SESSION: City Attorney Upon returning to open session at 6:03 p.m., City Attorney David Nefouse noted no reportable action for items B.1 and B.2. City Attorney Nefouse reported the following action for item B.3:
the Council provided direction to staff and no final action was taken; and the following action for item B.4: the City Council unanimously approved a settlement agreement concerning this matter.
D. ADJOURNMENT: Mayor Singh adjourned the meeting at 6:05 p.m. ___________________________
