RESOLUTION R2023-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, APPROVING THE MEMORANDUM OF UNDERSTANDING AND SALARY MATRIX FOR THE MANTECA PUBLIC SAFETY MID MANAGEMENT ASSOCIATION THROUGH JUNE 30, 2026 WHEREAS, the City of Manteca has a memorandum of understanding with the Manteca Public Safety Mid Management Association (MPSMA); and WHEREAS, the memorandum of understanding expired on June 30, 2023; and WHEREAS, the City of Manteca and MPSMA negotiated and agreed to a new contract; and
WHEREAS, the term of the new contract is July 1, 2023 through June 30, 2026; and
WHERAS, to comply with the current MOU language, a compaction study was conducted and compaction adjustments were made to the Police Lieutenant and Police Captain classifications; and WHEREAS, a 2% COLA will be received by all job classifications effective the first pay period following ratification with no retroactive pay; and WHEREAS, a one-time non-PERSable payment of $5,000 will be paid to members of this unit, utilizing American Rescue Plan Act (ARPA) Funds; and WHEREAS, an annual increase to uniform allowance for all members was negotiated; and WHEREAS, long-term mutual aid can now be paid out at the regular rate of pay for Fire members or banked as Administrative Leave in lieu of payment for all members in this unit; and WHEREAS, a change to the mandatory employee contributions for the 401A plan requires an updated plan adoption agreement; and WHEREAS, the City and Association agree to discuss a salary/wage reopener no later than March 1, 2025 WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
Approval of appropriating American Rescue Plan Act (ARPA) Funds (Fund 110) of $45,000 to fund the agreed upon contract with MPSMA.
Approval of the MPSMA Memorandum of Understanding effective July 1, 2023 - June 30, 2026.
Approval of the MPSMA compaction changes effective October 16, 2023.
Approval of the MPSMA Salary Matrix effective December 1, 2023.
This Resolution shall take effect immediately upon its adoption.
