RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, ApprovING A BUDGET APPROPRIATION OF $167,068 FROM DEVELOPMENT SERVICES UNDESIGNATED RESERVES TO PROFESSIONAL SERVICES CAPITAL PROJECTS ACCOUNT 340.00.00.900-6000.98, AMENDING CAPITAL IMPROVEMENT PLAN PROJECT 24002 TO INCLUDE THE BUDGET APPROPRIATION; AWARDING THE REQUEST FOR PROPOSAL (rfp) FOR THE FAMILY ENTERTAINMENT ZONE MASTER PLAN UPDATE (CIP 24002) TO HUNDEN STRATEGIC PARTNERS, INC. IN AN AMOUNT NOT-TO-EXCEED $417,068, AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO EXECUTE THE AGREEMENT, APPROVE THE TRANSFER FUNDS IN THE AMOUNT REQUESTED, EXECUTE ALL ASSOCIATED DOCUMENTS WHEREAS, on August 28, 2023, the City published a Request for Proposals (RFP) for the Family Entertainment Zone Master Plan Update on the City’s website and through multiple social media channels; and WHEREAS, in an effort to obtain an adequate number of qualified responses, the City extended the proposal deadline from September 25, 2023, to October 16, 2023; and WHEREAS, upon the closing deadline of the RFP, the City received four (4) qualified proposals; and WHEREAS, the City established an internal review committee consisting of staff from the Engineering, Recreation and Community Services, Development Services, Public Works, and the City Manager’s Office Departments to review and evaluate the proposals based on the advertised criteria; and WHEREAS, based on the qualifications and scope of work, the evaluation committee determined that Hunden Strategic Partners, Inc. was the most qualified respondent and best met the specific goals of the RFP; and WHEREAS, Staff has determined that an additional budget appropriation in the amount of $167,068 is needed to cover the costs for Task 14, the Focused Environmental Impact Report, which is necessary to streamline the development process for interested projects and best prepare the FEZ for development; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby awards the RFP to update the FEZ Master Plan to Hunden Strategic Partners, Inc. and approves a Professional Services Agreement in an amount not-to-exceed $417,068.
The City Council hereby authorizes a budget appropriation of $167,068 from Development Services Undesignated Reserves to Professional Services Capital Projects Account 340.00.00.900.6000-98.
Amend Capital Improvement Plan Project 24002 to include the budget appropriation for a total project budget of $417,068.
The City Council hereby authorizes the City Manager or designee to execute the agreement, approve the transfer funds in the amount requested, execute all associated documents, and take all appropriate actions necessary to carry out the purpose and intent of the resolution.
This Resolution shall take effect on the effective date immediately.
