CALL TO ORDER: 1:01 p.m.

City Clerk Cassandra Candini-Tilton announced the following supplemental reports:
• For item B.1.:
- Updated agenda title to include “adopt a resolution”
- Attachment 4 was inadvertently labeled Attachment 5 on the attachment and has been corrected for the record
- Public communication from John Adams
- PowerPoint presentations from all applicants
ACTION: Moved, seconded (Nuño/Breitenbucher) to decrease the public hearing comment time period from three minutes to two minutes.

B.1. 23-415 Hold a public hearing and consider adopting a resolution awarding up to three retail cannabis business permits to applicants in Phase IV of the Commercial Cannabis Program, subject to meeting all of the requirements and regulations set forth in Ordinance No. O2021-16 (Title 5 Business Taxes, Licenses and Regulations, Chapter 5.64 Cannabis Businesses).

ACTION: Moved, seconded (Nuño/Halford) to adopt Resolution R2023-167 awarding retail cannabis business permits to Embarc, Off the Charts, and Nectar Markets, applicants in Phase IV of the Commercial Cannabis Program, subject to meeting all of the requirements and regulations set forth in Ordinance No. O2021-16 (Title 5 Business Taxes, Licenses and Regulations, Chapter 5.64 Cannabis Businesses).

City Manager Toni Lundgren expressed gratitude and appreciation to staff for their dedicated efforts and hard work on the project, and acknowledged the substantial challenges it posed and that it was still in the initial phase.

Councilmember Halford expressed gratitude and appreciation to staff for their dedicated efforts and hard work on the item, acknowledged the substantial challenges it posed, and noted that there is still a lengthy process ahead for the applicants.
