RESOLUTION R2021-79
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MANTECA, STATE OF CALIFORNIA, ADOPTING THE
AGREEMENT BETWEEN THE CITY OF MANTECA AND
HYDROSCIENCE ENGINEERS, INCORPORATED FOR
THE PREPARATION OF THE WATER MASTER PLAN AND
RATE STUDY
WHEREAS, the City of Manteca last updated its Water Master Plan in 2005 and wishes to update the master plan to include a 50-year planning period, identify applicable capital improvement projects, identify staff needs to keep up with future design work, identify required staff to maintain current and future infrastructure, and phasing of the City's hydraulic model updates; and
WHEREAS, the City last updated its water rates in 2008 and wishes to update water rates to keep up with costs related operation and maintenance costs, current construction costs, and population growth; and
WHEREAS, city staff posted a request for proposals (RFP), from March 31, 2021 to April 28, 2021, in the City's website requesting professional services to prepare the City of Manteca Water Master Plan and Rate Study (Project); and WHEREAS, following an interview with City staff, HydroScience Engineers, Incorporated was selected to prepare the Project; and
WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during the public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:

1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council's adoption of this Resolution.
2. Authorizes the Interim City Manager to sign the Agreement for Professional Services between the City of Manteca and HydroScience Engineers, Incorporated.
3. Authorizes City Staff to fund the Water Master Plan and Rate Study from existing CIP 16041 which includes funds in the 2020-2021 Adopted Budget of $200,000 for preparation of the Water Master Plan (existing Account No. 690.40.85.015.6000.01) and authorizes City Staff, once the 2021-2022

Budget is adopted, to transfer a budgeted amount of $2,250,000, to the existing account.
4. This Resolution shall take effect immediately upon its adoption.
