RESOLUTION R2024-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, ADOPTING THE FISCAL YEAR (FY) 2023-24 MID-YEAR BUDGET AMENDMENTS, AND AMENDMENTS TO THE CAPITAL IMPROVEMENT PLAN AND POSITION CONTROL WHEREAS, the City of Manteca adopted by Resolution number R2023-85 approving the FY 2023-24 Adopted Budget; and WHEREAS, the City of Manteca staff desires to inform and update the City Council and public on the financial status of the city’s major funds at mid-year and requests amendments based on revenue, expenditure, and Capital Improvement Plan (CIP) performance, needs, and trends; and WHEREAS, the Budget Mid-Year Update proposes to amend the FY 2023-24 Adopted Budget, Capital Improvement Plan, and Position Control; and WHEREAS, the City Council has considered all information related to this matter as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
2. Authorizes appropriation adjustments (attached hereto as Exhibit “A”) to revenue of $3,849,592, salaries and benefits expenditures of $1,354,163, and operating expenditures of $2,831,802.
3. Amend the Capital Improvement Plan (attached hereto as Exhibit “B”) and authorize capital expenditure appropriation adjustments of $3,762,027.
4. Adopt the additional Capital Improvement Plan changes with eight (8) new projects, additional appropriations to five (5) projects, and update funding sources for fifteen (15) projects.
5. Adopt the Position Control updates (attached hereto as Exhibit “C”) of six (6) new positions.
6. The FY 2023-24 Budget Mid-Year Update appropriations will expire on June 30, 2024, except Capital Improvement Projects that will roll to subsequent years.
7. This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 20th day of February, 2024, by the following vote:
