Citations are issued under 21453 and carry the same fine amount and penalties as a roadside traffic stop Red Light Enforcement Notes
Is Photo Enforcement legal in CA?
Yes, 21455.5 Lists out conditions in which a system may be used Warning signs must be posted within 200’ of the intersection visible to approaching traffic All new approaches must have a 30 day warning period before issuing citations Any signs erected under this section shall be placed not more than 200 feet from the limits of the school property or crossing in the vicinity of the school.
(a) At an intersection at which there is an automated enforcement system in operation, the minimum yellow light change interval shall be established in accordance with the California Manual on Uniform Traffic Control Devices. (b) For purposes of subdivision (a), the minimum yellow light change intervals relating to designated approach speeds provided in the California Manual on Uniform Traffic Control Devices are mandatory minimum yellow light intervals. (c) A yellow light change interval may exceed the minimum interval established pursuant to subdivision (a).

Does it have to be a sworn Officer who approves/issues a citation and/or attends Court? No, several CA Cities currently use non-sworn or CSO positions for this function. A few include: LA Metro, Commerce, Montebello, Los Alamitos, Fremont, Rancho Cordova, Newark and Ventura.
Anything other special requirements?
21455.6. (a) A city council or county board of supervisors shall conduct a public hearing on the proposed use of an automated enforcement system authorized under Section 21455.5 prior to authorizing the city or county to enter into a contract for the use of the system.
