RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE TRAFFIC SIGNAL UPDATE PROJECT CIP NO. 17058 HSIPL 5242 (034), AUTHORIZING A CALL FOR BIDS, AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO TAKE ALL APPROPRIATE ACTIONS NECESSARY TO CARRY OUT THE PURPOSE AND INTENT OF THE RESOLUTION (Categorically exempt from NEPA pursuant to Title 23 United States Code Section 326 and Title 23 Code of Federal Regulations 771.117 FHWA categorical exclusions (c) (26), and Categorically Exempt under CEQA pursuant to 14 Cal. Code Regs. § 15301(c), Class 1 “Existing Facilities”).
WHEREAS, the Highway Safety Improvement Program (HSIP) is a federal program that funds transportation-related safety projects including traffic signal and traffic sign improvements for local roadways; and WHEREAS, the Federal Highway Administration (FHWA) and Caltrans awarded an HSIP Grant to the City to improve the City’s traffic signal and communication systems in the amount of $2,853,000 with a 10% ($317,000) local match requirement; and WHEREAS, $2,079,000 of the grant has been identified for Construction; and WHEREAS, the project includes upgrading traffic signal cabinets and controllers, installation of radio communication systems, and installation of a fiber backbone systems on portions of the project to tie to the existing City Telecommunication server room; and WHEREAS, the City entered into an agreement for professional services with TJKM to develop project plans, specifications, and estimates (PS&E); and WHEREAS, the project PS&E, have been completed and are available for review in the Engineering Department; and WHEREAS, the Engineer’s estimate for the project construction is $3,585,000; and WHEREAS, once bids have been received and actual costs are known City will work with our grant provider to identify additional funding sources, if needed; and WHEREAS, the project has received NEPA/CEQA clearance as determined by Caltrans per Title 23 United States Code Section 326 and Title 23 Code of Federal Regulations 771.117 FHWA categorical exclusions (c) (26); and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby approves Plans and Specifications for The Traffic Signal Update Project CIP No. 17058 HSIPL 5242 (034) and authorizes a Call for Bids.
The City Council hereby authorizes the City Manager or designee to apply for permits, apply for State and Federal grants, solicit project funding support, complete and execute all associated documents, and take all appropriate actions necessary to carry out the purpose and intent of the resolution.
This Resolution shall take effect on the effective date immediately.
