RESOLUTION R2024-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA APPROVING THE 2024 FINAL WATER MASTER PLAN AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO TAKE ALL APPROPRIATE ACTIONS NECESSARY TO CARRY OUT THE PURPOSE AND INTENT OF THE RESOLUTION WHEREAS, the previous Water Master Plan (WMP) was completed in 2005 by Kennedy/Jenks Consultants; and WHEREAS, on June 15, 2021, the City of Manteca (City) entered into a professional services agreement with HydroScience Engineers Incorporated (HydroScience) for the preparation of the City’s Water Master Plan and Rate Study; and WHEREAS, the project objective is to improve system resiliency, minimize maintenance and operation costs, account for new regulations, and evaluate impacts due to drought; and WHEREAS, on December 5, 2023, staff shared a presentation with City Council on the current status of the Final Draft WMP; and WHEREAS, the 2024 Final WMP is now complete and includes the most current information available from General Plan Update; and WHEREAS, this Final Master Plan is part of the overall Water Master Plan & Rate Study project (CIP 22041); and WHEREAS, with completion of the 2024 Final WMP, staff now has an understanding of the funding needed for the maintenance and operation of existing assets and development of future assets; and WHEREAS, information from the 2024 Final WMP will be used to determine appropriate rate increases; and WHEREAS, these rates have not changed since 2009 and have thus significantly delayed necessary maintenance projects and correlating staffing levels; and WHEREAS, independent of the new user rates, development fees, paid upon building permit issuance, for all new water connects will also be increased; and WHEREAS, concurrently with this effort the Public Facilities Improvement Plan is being updated and will increase the development fee for new water infrastructure to support future growth; and WHEREAS, there is no fiscal impact with this action; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby approves the 2024 Final Water Master Plan.
The City Council hereby authorizes the City Manager or designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution.
This Resolution shall take effect immediately upon adoption.
