RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA APPROVING THE 2024 FINAL WASTEWATER MASTER PLAN AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO TAKE ALL APPROPRIATE ACTIONS NECESSARY TO CARRY OUT THE PURPOSE AND INTENT OF THE RESOLUTION WHEREAS, the previous Wastewater Quality Control Facility (WQCF) Master Plan was completed in 2006 by Nolte Associates, Incorporated; and WHEREAS, the previous Wastewater Collection System (WWCS) Master Plan Update was completed in 2013 by NV5 (previously Nolte Associated, Inc.); and WHEREAS, on October 19, 2021, the City of Manteca (City) entered into a professional services agreement with Stantec Consulting Services Incorporated (Stantec) for the preparation of the City’s Wastewater Master Plan and Sewer Rate Study; and WHEREAS, the project objective is to combine the WQCF and WWCS Master Plans into one document to improve system resiliency, minimize maintenance and operation costs, account for new regulations, and evaluate impacts due to drought; and WHEREAS, on December 5, 2023, staff shared a presentation with City Council on the current status of the Final Draft Wastewater Master Plan (WWMP); and WHEREAS, the 2024 Final WWMP is now complete and includes the most current information available from General Plan Update. This Final Master Plan is part of the overall Wastewater Master Plan & Rate Study project (CIP 22040); and WHEREAS, with completion of the 2024 Final WWMP, staff now has an understanding of the funding needed for the maintenance and operation of existing assets and development of future assets; and WHEREAS, information from the 2024 Final WWMP will be used to determine if rate adjustments are needed for existing customers, which have not changed since 2010; and WHEREAS, fees for future development of wastewater infrastructure are being conducted in parallel by a separate consultant group.; and WHEREAS, there is no fiscal impact with this action; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby approves the 2024 Final Wastewater Master Plan.
The City Council hereby authorizes the City Manager or designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution.
This Resolution shall take effect immediately upon adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 5th day of March, 2024, by the following vote:
