RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, TO ADOPT A RESOLUTION APPROVING A SERVICE AGREEMENT FOR ON-CALL LANDSCAPE ARCHITECTURAL, LANDSCAPE PLAN CHECK, LANDSCAPE INSPECTION AND PROJECT MANAGEMENT SERVICES TO ODELL ENGINEERING FOR A NOT TO EXCEED TOTAL OF $450,000 OVER A THREE (3) YEAR PERIOD, AND AUTHORIZE THE CITY MANAGER TO EXECUTE CONTRACT, EXTENSIONS, AMENDMENTS AND ANY ASSOCIATED DOCUMENTS THAT ADHERE TO THE CITY OF MANTECA’S PURCHASING POLICY WHEREAS, the On-Call Landscape Architectural, Landscape Plan Check, Landscape Inspection and Project Management Services will allow projects to be completed in a timely manner and streamline park planning services; and WHEREAS, to best serve the City of Manteca’s needs and following the City’s Purchasing Policy, the Public Works Department released a Request for Proposal (RFP) on January 11, 2024 with Proposals due February 20, 2024. After reviewing the proposal, staff recommends awarding the three (3) year contract to O’Dell Engineering; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings; and WHEREAS, Staff has determined the cost to be a not-to-exceed amount of $450,000 over a three (3) year contract period. Funding for these services is budgeted in current CIP projects and will be budgeted in future approved CIP project budgets as well as plan-check fees and/or other fees per the City’s Master Fee Schedule and the departments operating budget; and WHEREAS, Staff recommends that Council authorize the City Manager to sign the initial agreement and any amendments, extensions or associated documents which adhere to the City of Manteca’s Purchasing Policy and are within the annually budgeted amount; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution; The City Council hereby approves a service agreement for on-call landscape architectural, landscape plan check, landscape inspection and project management services to O’Dell Engineering for a not to exceed total of $450,000 over a three (3) year period, and authorize the City Manager to execute contract, extensions, amendments and any associated documents that adhere to the City of Manteca’s purchasing policy;
3. This Resolution shall take effect immediately upon adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 16th day of April, 2024, by the following vote:
