Re: RFP-PUBLIC WORKS, PARK OPERATIONS DIVISION (On-Call Landscape Architectural, Landscape Plan Check, Landscape Inspection and Project Management Services)
Landscaped spaces add beauty and joy to the built environment. They can increase property values, provide health benefits, and help create pride in the community. Parks, playgrounds, dog parks, trails, athletic fields, sports courts, splash pads, skate parks, plazas, streetscapes, and community gardens provide much needed outlets and opportunities to gather, recreate, and play.

Upgraded site features such as parking lots, new irrigation systems, synthetic turf conversions, and more play a key role in the quality and user experience at park facilities. The technical aspects of irrigation, planting, plan checking, and inspections are critical to the development and maintenance of outdoor spaces. Utilizing low-water use and/or native plantings, incorporating recycled water, and adhering to (or exceeding) MWELO standards is critical to creating beautiful and sustainable landscapes. Parks master planning efforts help reflect on the history and status of your park amenities, while planning for future growth, recreation trends, and user needs. Each aspect of landscape architecture design holds a special place in the heart of the community.

The community of Manteca deserves the best landscaped spaces possible. We understand the need for the City to have flexible, consistent, and strong support. Master planning, feasibility studies, conceptual design, schematic design, design development, construction documents, cost estimation, construction administration, and community workshops are all critical phases in the design process that we can assist with. We consider aesthetics, function, native plant species, maintenance requirements, and amenities in every design we create or plan we review. We can also assist with meetings and presentations, provide mapping services, provide civil engineering services, review landscape plans, review landscape irrigation and planting details, review and prepare landscape standards, and provide arborist services.

We would love the opportunity to continue supporting the City of Manteca with on-call services. Of the services you’ve requested assistance with, the O’Dell team is well suited to assist with all of them. We regularly provide landscape architecture design and on-call services to other Central Valley and Bay Area public agencies such as the City of Modesto, the City of Tracy, the City of Lathrop, Livermore Area Recreation and Park District, the City of Pleasanton, the City of Union City, the City of Danville, the City of Santa Clara, the City of Walnut Creek, Ladera Recreation District, the City of Sunnyvale, the City of Redwood City, North Highlands Recreation and Park District, the City of Portola Valley, and more. We understand the requirements, the coordination needed, and the importance of schedule and budget adherence, and we have the technical experience and staff to deliver innovative and sustainable projects.

To be truly valuable, on-call firms must be readily available, adequately staffed, and have a deep understanding of the local conditions. They must support the City with technically accurate, creative, and timely services. They must be reachable, clear and consistent communicators, and trustworthy. The O’Dell Engineering team can do just this. I, Chad Kennedy, will serve as Principal-in-Charge, with Samir Khanna as Project Manager, and a team of in-house landscape architects, play enthusiasts, public outreach specialists, civil engineers, and land surveyors closely supporting him. Both of us have extensive experience supporting the development of amazing parks and recreation projects in Northern California. We’ve also included key trusted subconsultants that we often partner with to deliver parks and recreation projects such as electrical engineers, environmental planners, geotechnical engineers, structural engineers, aquatics designers, and skate park designers. Each subconsultant has the experience and availability to efficiently serve the City of Manteca. Our team has the resources to be extremely responsive and are willing and able to help with projects large and small. We hope that we can work with the City to ensure that every future landscape architecture project is thoughtfully created with community involvement, accessibility, inclusivity, beauty, and water conservation at its heart.

2. Technical Approach to Scope of Services
Typical Project Approach
Our general process for addressing the services as summarized below. Many projects, however, will require a customized approach that may deviate from these broad guidelines.

We are local!
Our Modesto office is the next city over from Manteca and our staff live, work, and play in the Central Valley! They raise their families here and are heavily invested in the emotional success that comes with playing a meaningful role in enhancing local recreational assets.

Being a local firm also gives us the distinct advantage of being innately familiar with regional needs and issues. Having developed multiple projects for Manteca and neighboring areas in recent years (including neighborhood parks, community parks, trails and common spaces, a baseball stadium, a football stadium (in process), elementary schools, a high school, several miles of streetscape, neighborhood development plans and associated architectural design guidelines, model home and production home landscape improvements, commercial projects, as well as several multi-family projects), our team is innately familiar with the City of Manteca’s review processes, standards, codes, and specifications.

Being local also gives us the ability to quickly respond to any emergency needs you might have, including quick responses to inperson meeting requests or on-site visits. We’d love to show you how much more we can do! Assignment Receipt and Coordination
After receiving correspondence from the City that a project needs assistance, our project manager will schedule a kick-off meeting focused on establishing communication channels, exploring key project goals, desired outcomes, constraints, budgets, and other pertinent project parameters. A well-run organizing meeting at the beginning of a project helps clear up many issues before they become issues.

Landscape Architecture
With a talented team of professionals that have decades of experience in parks and recreation planning throughout California, specifically the Central Valley, we have established and tested project management and design processes that have proven successful in responding to the unique needs of each community. Specific projects are typically approached on a case-by-case basis and in general include site analysis and research, public outreach, conceptual design (if applicable), design development, improvement plans, bidding assistance, and construction administration services.

Site Analysis and Research
We understand that each project on this on-call has its own history, opportunities, and challenges. We work to provide a highly tailored approach that meets specific needs of a project site. Key objectives may include a detailed review of project history and existing site information including topographic surveys, geotechnical investigations, and soil studies. We will also research and review, among other items, available record drawings, adjacent off-site plans, adjacencies, utilities, and easements unique to each site. Additional services may include ground penetrating radar to locate existing underground conditions, arborist inventories and assessment for tree cover, contaminated soils investigations, creek and flood zone assessments, and biological and botanical studies for endangered species.

Conceptual Design and Design Development
We pride ourselves on creating successful concepts with the use of an array of tools and design standards that have been developed and honed over the years. These tools allow for the smooth transition from project conception to construction and help facilitate the research of materials, ascertain appropriate spatial relationships, and study accessibility and safety requirements. This passion fuels the O’Dell design team to produce thoughtful and creative designs that are able to successfully capture the unique character and needs of each project.

2. Technical Approach to Scope of Services
Ability to Develop Specific Construction Drawings
Improvement Plans
Following the approval of preliminary plans, the team will prepare final site improvement plans for permitting. This service can include the following tasks: existing conditions and demolition plans; tree protection plans (ISA Arborist Reviewed); underground utilities plans; grading and drainage plans; SWPPP and erosion control plans; horizontal control plans; site finishes and furnishings plans; enlargement plans of key areas; irrigation plans and water use calculations; planting plans; construction details; construction quantities and estimates; and technical specifications.

Bidding Assistance
Following the approval of the 100% PS&E drawings, the team will prepare a final bid package. The bid package can include final stamped and signed drawings, front end documents (coordinated with the City), bid forms, bid item descriptions, and final technical specifications. On most projects, we also perform bidding and contract award services to assist cities with selecting the appropriate contractors and product manufacturers. Services typically include attending the pre-bid meeting, responding to RFIs, and preparing addenda and transmittals. On some projects, we’ve also provided a concierge service of helping cities spread the word to a variety of builder exchanges and contractors to help elicit a good bidding response.

QA/QC Process
Throughout the design process, O’Dell makes sure to incorporate adequate time within a project’s schedule for QA/QC reviews at significant project milestones. These could be peer review by a 3rd party or a designated Quality Control Manager (depending on the scale of the project), someone who reviews and certifies all deliverables in accordance with a comprehensive QA/QC plan. The O’Dell team also regularly engages with permitting and regulatory agencies early on to understand how critical these anticipated hurdles might be prior to contractor bidding.

Plan Reviews
Our plan checkers proceed to cross-check all design elements with the following documents (as applicable to a specific project submittal): the city general plan and zoning designation, specific plans, approved conceptual plans, and conditions of approval associated with that project, city municipal codes, City design standards and specifications, Model Water Efficient Landscape Ordinance (MWELO), SMARTS, and CBC Code (Title 24 part 2 CBC and part 11 CALGreen).

Construction Administration/Landscape Inspections
Landscape inspections can be vital to the success of a project before, during, and after construction. Depending on the complexity of a project, routine visits may be necessary not only to ensure proper installation of various elements, but also to maintain project scheduling and prevent potential issues or conflicts.

2. Technical Approach to Scope of Services
Construction support services typically include attending the pre-construction meeting; reviewing the contractor’s schedule, RFIs, shop drawings, changing orders and submittals review, preparing as-built drawings from contractor maintained field drawings; and making construction observation visits to review site finishes, at the irrigation installation phase, for plant review and approval prior to planting, during playground installation, following structural installations (but prior to final surface coverings), and at the final punch list walk. Each site visit we do is accompanied by a customized checklist for field review and site inspection report with observations and notes issued afterward. With our local presence, construction observations can be as often as daily, if needed! Innovative In-House Specialty Services
What sets us apart from many other firms are several in-house specialty services:

CPSI Inspection Services
During the design phases of playground projects, we frequently engage with one of our in-house NRPA Certified Playground Safety Inspectors. They assist not only with playground layout, but also material and surfacing selections, placement of different types of equipment, defining circulation pathways, accessible approaches, and connecting to adjacent amenities to help achieve a wellthought out and holistic play experience. Often, during construction, there may be unknown field conditions that are encountered, or equipment may need to be installed with slight modifications by the contractors, needing timely inputs from an experienced CPSI to verify that installations meet all safety standards and codes.

Arborist Services
Our in-house arborists play a crucial role in maintaining the health and safety of existing trees and their expertise has proven really valuable for the proper care and management of trees in a variety of project settings. They routinely assist the landscape team with recommendations regarding tree pruning, tree removals, tree health assessments, and tree preservation.

CASp Services
Our in-house Certified Access Specialists (CASp) play a critical role in both assessing public facilities and ensuring compliance with current accessibility laws and regulations so public spaces are designed to be inclusive and accessible to all individuals, including those with disabilities, allowing them to navigate and use these spaces with ease and dignity.

QWEL Irrigation Expertise
Our in-house QWEL (Qualified Water Efficient Landscaper) leads an irrigation team that specializes in planning and specifying stateof-the-art water efficient irrigation systems for a variety of project types, the goal being to design systems that deliver the right amounts of water to the right places while conserving resources and minimizing waste. Our in-house irrigation team also assists cities with site assessments, water source evaluations, water distribution planning, components selections, budgeting, and system testing.

Rendering in Three Dimensions
Illustrating conceptual design ideas using the latest 3D software often helps to easily convey a theme and big idea to community or council members. At O’Dell, we have a highly skilled graphics team that can efficiently incorporate an existing project’s background, allowing reviewers to easily see the full picture of the proposed design (or “fly” through a design).

2. Technical Approach to Scope of Services
Technology to Determine Accessible Paths of Travel
Slope studies of existing conditions and verifying accessibility compliance with ADA are new technologies that O’Dell is incorporating in several Bay Area parks and recreation projects.

With the firm’s commitment to using AutoCAD Civil 3D software for all disciplines, the technology to utilize “surfaces” begins with the 3D topographic survey base that once created, can be quickly analyzed to determine optimum paths of travel. This mapping clearly (and quickly) identifies areas requiring upgrades to meet current code regulations.

Crime Prevention Through Environmental Design (CPTED) Principles CPTED is an agenda for effectively manipulating the built environment to create safer and more welcoming public spaces. A growing interest in recent years in developing strategies to combat crime and other social issues in public spaces has led to detailed research of the role natural surveillance, access control, and territoriality play in the landscape. We’ve been helping several cities with ways to re-assert visible ownership of public spaces through design. Our CPTED knowledgeable professionals provide inputs and peer review of planning concepts to ensure newly designed spaces are activated, lines of sight are maximized, and sound CPTED principles are incorporated.

Other Expertise
The O’Dell team also has training in the Sustainable SITES initiative, green roof stormwater management techniques, as well as several LEED BD+C certified and ReScape certified professionals and California Native Plant Society members.

Budgets
Budget Consciousness During the Design Process
The best plans can fall short during implementation if they are not grounded in reality. To help realize the City’s vision, we strongly believe that this team of implementors (not just designers) can effectively apply decades of “lessons learned” in envisioning community environments, all of which result in more comprehensive and realistic feasibility assessments and cost estimates.

Working Within Tight Budgets
We’re well aware that several City of Manteca projects are tied to tight budgets. Many of our current public projects require us to work within tight budgets, prioritize efficiencies, and conserve resources. Over time, this has necessitated building and honing rigorous internal cost control techniques, which include both staying abreast with current bid costs (via a constantly updated database of bids ATTACHMENT 2
7 of 41

2. Technical Approach to Scope of Services
received on similar projects) as well as regular cost estimate updates at every project milestone. A recent example was internal estimates for similar projects in Redwood City and the City of Sunnyvale came out to within 5% of the recently awarded bids. To ensure optimal budget performance, we
also regularly revisit, review, and re-forecast design costs, while making sure that both clients and team members are always made aware of the current budget status.

Schedule
Meeting Timelines and Priorities
We routinely work within project schedules that do not have the luxury of flexibility. We understand that some city projects might have tight timelines and deadlines scheduled for implementing various Capital Improvement Projects. Our priority is to meet or exceed the city’s schedule for all provided services. Our local presence of a team of 85+ professionals allows us a deep bench of experienced staff and colleagues that we can engage as needed to speed up certain processes as desired, be it for construction documentation, consensus building, meeting facilitation, graphic communications, etc. That allows us to be extremely flexible, nimble, and responsive.

Availability
To be truly valuable, on-call firms must be readily available, adequately staffed, and have a deep understanding of the local conditions. Our Modesto office will lead the needed services for the City of Manteca if selected and has the availability necessary to provide timely and quality service. Fully staffed with a qualified team of professionals that understand local issues, we are confident of our knowledge of the local environment, climate, and nuances.

Overall Interest in the Projects
We hope this proposal gives a small sampling of reasons why our firm is particularly well matched to assist you well on this oncall. Not only because of our geographical proximity or strong professional qualifications, but also for less tangible reasons, such as the landscape team’s passion for forwarding the value of play in society as well as personal connections to various play advocacy efforts. The firm’s leadership are regular speakers at recreation related conferences and are involved at the national level with various recreation-oriented organizations. In addition to their roles in the office, many members of the landscape team also regularly donate their time on a pro-bono basis to various parks and recreation efforts.

Going Way Beyond Accessibility
We wholeheartedly believe that the City of Manteca’s parks, trails, and other open spaces should be designed to provide holistic opportunities for play, gathering, health and wellness, and rejuvenation. Over recent years, though, the definition of what this truly means has evolved. Once thought of as places primarily for children (with inclusivity far from the minds of designers), many of these projects are now commonly appreciated and utilized for the true community and multigenerational family assets that they are, with an increasing emphasis on a need to plan them with inclusion and accessibility at their core.

Introduction to O’Dell
O’Dell Engineering is a California corporation, in good standing, with 85+ employees and 30 years in business. The firm is committed to improving public infrastructure in Northern California.

Landscape Team
O’Dell is passionate about creating recreational amenities that make a difference in the lives of our community members. We believe everyone has the right to play and that exercise, laughter, and fresh air are critical to living healthy and happy lives. We focus our landscape architecture work on creating customized recreation spaces for public agencies. We often partner with public agencies to deliver amazing landscape design and landscape consulting services, including parks, playgrounds, dog parks, sports courts/fields, skate parks, splash pads, picnic areas, trails, and more. We support public agencies with planning, design, engineering, surveying, and drafting. Our projects range from concepts to construction administration. We support new infrastructure, upgrades, and aesthetic improvements. We also provide plan review services, arborist reviews, and landscape inspection on a regular basis.

Regional Experience
We’ve been able to support public parks and recreation projects in the Central Valley and Bay Area for over 20 years. Regional experience includes park projects in Manteca, Tracy, Lathrop, Modesto, Ceres, Patterson, Livermore, Danville, Santa Clara, Walnut Creek, Sunnyvale, Redwood City, North Highlands, Portola Valley, Pleasanton, and more.

Landscape Architecture Design Philosophy
Our landscape architecture design process centers around the belief that all members of the community deserve to have amazing recreational amenities available to them. They have the right to play, recreate, and exercise with their family and friends in safe, clean, and modern facilities. To achieve this, a deep understanding is needed of the community, demographics, use trends, needed amenities, and funding. Our goal is to design park and recreation spaces that are not recognizably “O’Dell.” We aim for each space to be reflective of its community’s history, needs, desires, and members.

Plan Checking
O’Dell has provided plan checking services to the City of Tracy, City of Livingston, City of Modesto, City of Patterson, City of Riverbank, County of Stanislaus, City of Lodi, and more. Our plan check process includes assignment receipt and coordination, a kick-off meeting, plan reviews, progress submittals, and bidding assistance. We review plans for conformance to the State water conservation ordinances, California building code, the City’s general plan, the City’s municipal code, City standard details and specifications, specific plans, State Water Resources Control Board and local stormwater quality regulations, and any other governing board ordinances.
