RESOLUTION R2024-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, AUTHORIZING REVISION OF THE 2024-25 CDBG AND HOME FUNDS AND AMENDING THE NAVIGATION CENTER PROJECT (CIP 24001) TO INCLUDE APPROPRIATION OF PREVIOUS AND FUTURE CDBG FUNDING TO THE PROJECT WHEREAS, each year the City publishes a Notice of Funding Availability (NOFA) for Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) funds; and WHEREAS, the funding amount in the NOFA are an approximate and are based on last year’s allocation amount; and WHEREAS, funding recommendations, based on applications received in response to the NOFA, are presented Council based on the approximate amount; and WHEREAS, when Housing and Urban Development Department (HUD) releases their revised funding allocation the City must revise its original approved allocation amounts; and WHEREAS, staff discovered previous CDBG funding for the Navigation Center Project (CIP 24001) from Fiscal Years 2021-22, 2022-23, and current Fiscal Year 2023-24 that was not include in the project and seek approval to amend the project to include the additional grant funding; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
2. Increase the Fiscal Year 2024-25 CDBG Grant Funding allocation from $408,428 to $426,003.
3. Increase CDBG funding allocation to the Manteca Navigation Center by $17,575 for a total appropriation of $167,575 (Acct. No. 140.03.00.920-6620.22).
4. Authorize the City Manager to amend the Capital Improvement Program for any fiscal year, as applicable and as necessary, to appropriate CDBG funds to the Navigation Center Project (CIP 24001) in alignment with this CDBG allocation amounts to the project for each applicable fiscal year.
5. Decrease the Fiscal Year 2024-25 HOME funding allocation from $146,529 to $116,052.
6. Decrease HOME funding allocation to the Manteca Navigation Center/Affordable Housing by $30,477 for a total appropriation of $116,052 (Acct. No. 130.03.00.910-6610.06).
7. This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 18th day of June, 2024, by the following vote:
