RESOLUTION R2024-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, APPROVING:
1) THE FOLLOWING NEW CLASSIFICATIONS: IT SYSTEMS ENGINEER I/II; SENIOR IT SYSTEMS ENGINEER; ASSOCIATE ENGINEER WITH A P.E.; ASSOCIATE CIVIL ENGINEER; DEPUTY DIRECTOR OF DEVELOPMENT SERVICES-ECONOMIC DEVELOPMENT; BUDGET MANAGER; EXECUTIVE LEGAL ASSISTANT/PARALEGAL; 2) THE SALARY MATRIX FOR THE TECHNICAL AND SUPPORT SERVICES ASSOCIATION (TSS); MID-MANAGER ASSOCIATION (MMA); AND CONFIDENTIAL EMPLOYEES’ UNIT (CEU) EFFECTIVE JULY 1, 2024; 3) UPDATED CEU PLAN DOCUMENT; AND
4) UPDATED SIDE LETTER AGREEMENT WITH TSS REGARDING FLEX STAFFING WHEREAS, the Council is presented with the Fiscal Year 2024-25 budget on June 18, 2024, which encompasses costs associated with new job classifications, salary adjustments and document updates; and WHEREAS, the Human Resources Department conducted a classification analysis on several positions; and WHEREAS, the Human Resources Department is recommending the approval of the attached salary matrices for MMA, TSS and CEU, effective July 1, 2024, including special salary adjustments associated with the Fiscal Year 2024-25 budget; and WHEREAS, the Human Resources Department is recommending the approval of an updated CEU plan document; and WHEREAS, the Human Resources Department is recommending the approval of the updated side letter agreement with TSS regarding Flex Staffing; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby approves new job classifications for: IT Systems Engineer I/II; Senior IT Systems Engineer; Associate Engineer with a P.E.; Associate Civil Engineer; Deputy Director of Development Services-Economic Development; Budget Manager; and Executive Legal Assistant/Paralegal.
The City Council hereby approves the Technical Support Services Association Salary Matrix effective July 1, 2024.
The City Council hereby approves the Mid-Manager Association Salary Matrix effective July 1, 2024.
The City Council hereby approves the Confidential Employees’ Unit Salary Matrix effective July 1, 2024.
The City Council hereby approves the CEU Plan Document updated June 18, 2024.
The City Council hereby approves the updated Side Letter Agreement with TSS regarding Flex Staffing.
This Resolution shall take effect immediately upon adoption.
