RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, approving Plans and Specifications for the 2024 Annual Pavement Maintenance Project (Bounded by Yosemite, Spreckels, Moffat, and Main), approving the California Environmental Quality Act Notice of Exemption determination, authorizing a Call for Bids, and authorizing the City Manager or Designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution (Exempt from CEQA pursuant to 14 Cal. Code Regs. § 15301(c)) WHEREAS, City Council stressed the importance of having a pavement maintenance program in place to prolong existing pavement life and reduce more costly repairs in the near term; and WHEREAS, to expedite the construction schedule and optimize use of local funds staff chose to prepare the Plans, Specifications, and Estimate (PS&E) for the 2024 Annual Pavement Maintenance Project (Project).; and WHEREAS, the Project includes the placement of microsurfacing, slurry seal and cape seal on streets, and striping; and WHEREAS, the Project area is bounded by Yosemite Ave to the north, Moffat Boulevard to the south, Spreckels to the east, and Main Street to the west; and WHEREAS, staff has reviewed and determined that the Project is Categorically Exempt under the California Environmental Quality Act (CEQA) based on Article 19 Section 15301(c), Class 1 “Existing Facilities”; and WHEREAS, a Notice of Exemption will be filed with the San Joaquin County Clerk/Recorder and the State Clearinghouse for the Project pursuant to 14 Cal. Code Regs. § 15094; and WHEREAS, Plans, Specifications, and Estimates (PS&E) have been completed for the Project and are available for review in the Engineering Department; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establishes the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby approves Plans and Specifications for the 2024 Annual Pavement Maintenance Project (Project).
The City Council hereby approves the California Environmental Quality Act Notice of Exemption determination for the Project.
The City Council hereby authorizes a Call for Bids.
The City Council hereby authorizes the City Manager or designee to apply for permits, apply for State and Federal grants, solicit project-funding support, complete and execute all associated documents, and take all appropriate actions necessary to carry out the purpose and intent of this resolution.
This Resolution shall take effect immediately upon its adoption.
