ATTACHMENT 5
BACKGROUND
• The Engineering and Traffic Survey (ETS) for speed limits is intended to serve as the basis for the establishment and enforcement of speed limits. California Vehicle Code Requires ETS every 5 years. • On May 2, 2023, the City of Manteca City Council approved the current Engineering and Traffic Survey for Speed Limits
• Safety concerns were raised by the public to the Traffic Solutions Committee recommending reevaluating the speed limit for the segment of Moffat Blvd. between Powers Avenue and Main Street due to its proximity to Manteca High School, transit center, uncontrolled crosswalks. Engineering collected Traffic Survey speed data to conclude that the speed limit for the segment of Moffat Blvd. between Powers Avenue to Main Street shall be reduced by five mph.
