RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH VALLEY WATER COLLABORATIVE FOR PARTICIPATION IN THE NITRATE CONTROL PROGRAM EASTERN SAN JOAQUIN BASIN MANAGEMENT ZONE WHEREAS, The City of Manteca, residing in the Priority 2 Eastern San Joaquin Basin, is required by the Central Valley Regional Water Quality Control Board (CVRWQCB) to comply with the Central Valley Salinity Alternatives for Long Term Sustainability (CV-SALTS) Nitrate Control Program; and WHEREAS, The Nitrate Control Program Pathway B requires City of Manteca’s participation in and contribution to the Eastern San Joaquin Basin Management Zone administered by Valley Water Collaborative; and WHEREAS, The CV-SALTS Nitrate Control Program is a long-term effort to ensure safe drinking water supplies for all those residing within the Eastern San Joaquin Basin. It involves creating Early Action Plans, Implementation Plans, community outreach and analytical testing to locate wells with nitrates over the Maximum Contaminant Level (MCL) of 10 mg/L as well as providing safe drinking water until a more permanent solution is implemented; and WHEREAS, staff recommends selecting Pathway B and entering into an agreement with Valley Water Collaborative; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
That the City Manager is authorized to execute the agreement and all associated documents and amendments.
This Resolution shall take effect on the effective date immediately.
