RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, APPROVING THE PROPOSED LOCATION FOR THE NEW MANTECA POLICE DEPARTMENT AND AMENDING THE FY 2024-25 BUDGET AND CAPITAL IMPROVEMENT PROGRAM TO APPROPRIATE $200,000 FROM GOVERNMENT FACILITIES FEES TO HIRE A CONSULTANT TO PREPARE AND ISSUE A REQUEST FOR PROPOSAL (RFP) FOR DESIGN.
WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
WHEREAS, the Manteca Police Department has been operating out of its current facility since 1978, with only minor modifications in 1989, 2005, and 2015; and WHEREAS, the current facility is inadequate to meet the needs of the 118 employees of the Manteca Police Department, with offices converted from old storage spaces, cramped conditions, insufficient natural light, and undersized working spaces, resulting in an average of only 170 square feet per occupant, far below the recommended 450 square feet per occupant; and WHEREAS, the building’s structural, mechanical, plumbing, and electrical systems are in a state of disrepair, and essential areas such as the front entrance, lobby, report writing area, Investigations building, Community Service Officer office, Communications Center, locker rooms, and Records Department are inadequate in size, security, and functionality; and WHEREAS, the current facility lacks essential amenities, including a Community Room, Emergency Operations Center, Training Room, gym, and public restrooms, all of which are critical to the effective operation of the Police Department; and WHEREAS, in response to these significant deficiencies, the City Council issued a Request for Proposals (RFP) in July 2023, and LDA Partners was selected in November 2023 to assist in evaluating the feasibility and conceptual design of a new Police Department facility; and WHEREAS, LDA Partners, in coordination with the Manteca Police Department Command Staff, City Administration, and Council 2X2, conducted thorough research, including tours of the Turlock, Clovis, and Los Banos Police Departments, to inform the design and location of the new facility; and WHEREAS, LDA Partners and the City have determined that the new Police Department facility requires 45,570 square feet of building space, with a total project area of 86,394 square feet (1.98 acres) to include necessary parking; and WHEREAS, after evaluating 17 available city properties, including six vacant sites, the location at 2346 W. Yosemite Avenue has been identified as the most suitable site for the new facility, being strategically positioned southeast of the Waste Water Treatment Plant (WQCF) and northeast of the future Family Entertainment Zone; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council of the City of Manteca hereby approves the location at 2346 W. Yosemite Avenue as the site for the new Manteca Police Department facility.
The City Council approves the amending of the FY 2024-25 Budget and Capital Improvement Program by appropriating $200,000 from Fund 540 (Government Facilities Fee) to Professional Services – Capital Projects (Account No. 540.00.00.900-6000.98) and project 24071 - Public Safety Facility Feasibility Study.
4. This Resolution shall take effect immediately upon adoption.
