RESOLUTION R2024-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, APPROVING AN AGREEMENT FOR SERVICES WITH TRC ENGINEERS, INC. TO PROVIDE ON-CALL CONSTRUCTION MANAGEMENT & INSPECTION SERVICES FOR A TERM OF THREE YEARS FOR AN AMOUNT NOT-TO-EXCEED $300,000, AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO EXECUTE THE AGREEMENT FOR SERVICES, APPROVE TASK ORDERS, AND TAKE ALL APPROPRIATE ACTIONS NECESSARY TO CARRY OUT THE PURPOSE AND INTENT OF THE RESOLUTION.
WHEREAS, the City of Manteca Engineering Department (Engineering) manages various Capital Improvement Projects associated with the transportation system, water system, wastewater system, and storm drain system; and WHEREAS, for construction projects that span multiple years, have dedicated construction management funding, require specialized inspection, are complex in nature, or have strict deadlines, Engineering often utilizes consulting firms that specializes in providing Construction Management & Inspection Services (CM&IS); and WHEREAS, for construction projects that are typically under $5 million, is expected to be completed within a year, and are less complex in nature, Engineering staff typically handles the CM&IS. Due to limited staffing, Engineering is seeking an on-call contract for CM&IS to allow staff to be more efficient; and WHEREAS, on August 8, 2024, Engineering issued a Request for Proposals for On-Call CM&IS. The deadline to submit questions and/or inquiries was on August 26, 2024 and responses to questions/inquiries received prior to the deadline was published on the City’s website on August 29, 2024; and WHEREAS, On September 9, 2024, the City received proposals from nine (9) firms:
Anaba Construction Inc.
Anchor Engineering, Inc.
CSG Consultants, Inc.
Dewberry Engineers, Inc.
MCK Americas, Inc.
Park Engineering, Inc.
Substrate, Inc.
TRC Engineers, Inc.
Willdan Engineering; and
WHEREAS, Based on qualification and scope of works, the City concluded that TRC Engineers, Inc. is the most responsible, responsive, qualified firm, and meets the specific goals to provide On-Call CM&IS; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establishes the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby approves an Agreement for Services with TRC Engineers, Inc. to provide On-call Construction Management and Inspection Services for a term of three years for an amount not-to-exceed $300,000.
The City Council hereby authorizes the City Manager or designee to execute the Agreement for Services, approve Task Orders, approve amendments, apply for permits, apply for State and Federal grants, solicit project funding support, complete and execute all associated documents, and take all appropriate actions necessary to carry out the purpose and intent of the resolution.
This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 17th day of September, 2024, by the following vote:
