HIGHWAY VILLAGE WATER MAIN CITY OF MODESTO
Key Accomplishments: [Task Order] TRC was responsible for providing CM and inspection services for the installation of a new water main and services to 325 single family residential homes, and three assisted living complexes. Justin was the project manager who oversaw our field inspector, Aaron who performed the daily field inspection to make sure the project was constructed compliant to the contract plans and specifications. He performed DIRs that tracked both labor, equipment and provided adetailed description of the contractor’s operation including quantities. Our RE, Ben Orejel reviewed each report for completeness as well as document quantities used, tracking closely to make sure the project stayed on tract and within budget to avoid potential quantity overruns.

Innovation Approach/Solution: During construction one of our key items was to continuously verify the invert elevations and alignment throughout the shift to make sure they were at the correct offset and elevation, and to provide a detailed redlined plan set at project completion that was compliant with Title 22 requirements.

On-Call Construction Management P : TRC has provided and is currently providing on-call construction and inspection services on a variety of projects for the City of Modesto. The scope of work includes roadway resurfacing, grind and overlay, cape seal, double chip, micro surfacing and slurry, concrete work including the design build of handicap ramps for ADA compliance, driveway approaches, sidewalks, and walking paths, and underground improvements including storm drain inlets and storm drain systems for the Roosevelt Park project and water mains and services for the Highway Village Water Rehabilitation. We have also performed constructability reviews for several street rehabilitation projects and a water well pump station.

DISTRICT56 PARK WELL SITE CITY OF ELK GROVE
Key Accomplishments: [Task Order] TRC provided construction management and inspection services for this 18 month, $11M project that turned 30 acres of native grassland into The Preserve at District56. This project completed the site that includes an aquatics center, veteran’s hall, and a senior center. Construction of the park involved the offhaul of 70,000-CY of material to create a 4.3-acre pond with a boardwalk that crosses the pond. The pond is surrounded by nearly one mile of decomposed granite trails and a concrete pathway that creates a 0.6 mile loop. The project included exploratory drilling for a well to provide water to fill the 4-acre pond.

To fill the pond a 460-FT deep well was constructed on site. A 20-inch borehole was drilled to find the aquifer depth and a 12.75-inch steel casing was installed to a depth of 420-FT. A 375 GPM pump was installed with 6-inch piping to fill and maintain the pond water level. The park also includes a play area, fitness court, picnic shade shelter, picnic overlook of the pond and a 3.5-acre great lawn. The project was funded by six different sources.

Innovation Approach/Solution: During construction the City requested additional features be added to the design that were out of sequence with the construction schedule. TRC worked with the City and Contractor to implement the design changes and keep the project on schedule.

On-Call Construction Management P : TRC provided On-Call Construction Management and Inspection from 2016-2021. In addtion to the Preserve at District 56, projects executed under this contract included intersection reconstruction, signal modifications, full-depth reclamation of existing roadways, a community park, storm drain system reconstruction, and renovation of storm drain pump stations throughout the City of Elk Grove.

On-Call Construction Management and Inspection Services | 05 Key Accomplishments: [Task Order] One of the project assignments executed was the construction of a dichlorination facility at the City’s existing CTF. The scope of work for the new Multi-Level Center Raceway and East Chlorine Contact Basin included the cast-in-place of the new multi-level processing structures which included a filtrate storage basin, proposed chlorine contact basin, waterproofed structural connection to existing west chlorine contact structure; the installation of new fiberglass baffle walls, a new 316 stainless V notch weir on the outlet of the east chlorine contact basin, a new 316 stainless catwalk with orange FRP grating, and new mixers, sample pumps, automated weir gates with nappe level transducers mounted to gates, and the installation of mud valves, and the installation of upper instrument panel board.

We oversaw the installation of new MBR filtrate piping to the upper raceway, a new 18” east chlorine contact discharge to the S5 storage pond, including valve, new dechlorinated piping to the Crossroads Pump Station, valves, and new Crossroads Pump Station, a discharge manifold and connections to existing LAS3 piping and proposed river discharge piping. The project included the installation of baffle curtain, anchor in existing storage ponds and a discharge main from the CTF facility to the river. Rail tracks crossed through a portion of the alignment required boring and jacking underneath the track.

Innovation Approach/Solution: TRC reduced costs for the City by providing a flexible staffing plan and identified staffing efficiencies. The City realized a cost savings because we understood their needs, had solid communication, and were mindful of their budget and time constraints.

On-Call Construction Management P : For the last 15 years, TRC has provided on-call construction support and staff augmentation services. Projects consisted of the River Islands Development, Lathrop Road and Louise Avenue Interchange Reconstruction and Signalization, Bradshaw’s Crossing Bridge, Lathrop Road Grade Separation, Harlan Road Realignment, and Stewart Road Extension. Work has ranged from sewer line installation, UPRR coordination, Caltrans coordination, construction conflicts with Title 22 involving various piping systems, signalization, and other site improvements.

WASTEWATER PROCESS TREATMENT SYSTEM RELATED PROJECTS

LATHROP CONSOLIDATED TREATMENT FACILITY (CTF) CITY OF LATHROP Key Accomplishments: [Task Order] This $1.3M project converts the existing force main serving a significant portion of the Northwest section of Lincoln to a gravity system. This included the installation of 600-LF of 30-inch VCP gravity sewer line, the installation of two new manholes and reconstruction of two manholes, the installation of 40-LF of 36-inch DIP, bypass and decommissioning of the Moore Road sewer lift station, the construction of a new 18-inch force main on Waverly, bypass of the Waverly lift station and retrofit of the Nicolaus sewer lift station, the diversion of 18-inch DIP for main in Chambers Drive, and roadway reconstruction.

Innovation Approach/Solution: Completing this project enabled the abandoned force main pipeline to be cleaned and converted to a distribution line for reclaimed water thus better serving the community.

On-Call Construction Management P : Since 2003, TRC has provided on-call construction management and inspection support services. Projects consist of the Tank #3 at Catta Verdera North, Sorrento Master Planned Community Infrastructure, Twelve Bridges Master Planned Community Infrastructure, Turkey Creek Master Planned Development Infrastructure, CA-193 Widening and Underground Utility Extension, Moore Road Intersection and Trunk Line Sewer Extension, and Bella Breeze Loop Road Extension. The Moore Road Trunk Line project offered an innovated solution that allowed the contractor to produce the material by mixing select native material with water and cement to create a very low strength backfill to 1.5 times the pipe diameter over top of the pipe.

BRIGGSMORE-ORANGEBURG AVENUE PAVEMENT

REHABILITATION PROJECTS CITY OF MODESTO

TRANSPORTATION SYSTEM RELATED PROJECTS
Key Accomplishments: [Task Order] The project included approximately two miles of pavement rehabilitation (862,000-SF of pavement)on Briggsmore Avenue from McHenry Avenue to Oakdale Road. Project improvements included roadway resurfacing and/or reconstruction, new signage and striping, ADA upgrades at intersections, signal upgrades (detection cameras, ADA push buttons) where needed, and storm drainage system improvements. The Orangeburg Avenue Pavement Rehabilitation project included approximately one mile (421,200-SF of pavement) pavement rehabilitation on Orangeburg Avenue from Coffee Road to Oakdale Avenue. Project improvements included roadway resurfacing and/or reconstruction, new signage and striping, ADA upgrades, storm drainage system improvements, and the design-build of 180 curb ramps for ADA compliance upgrades throughout neighborhoods.

Innovation Approach/Solution: TRC and the contractor worked together to make sure the public was notified in advance. We used CMS boards placed one week in advance on bordering streets with eight locations to notify the public of upcoming work. As an example, we used mailers and door hangers to notify residents impacted by the work.

We also worked with trash collection for alteration of pick-up times and kept an open line of communication with transit for any upcoming bus stops affected.

On-Call Construction Management P : TRC has provided and is currently providing on-call construction and inspection services on a variety of projects for the City.

Representative projects include: Highway Village Water Rehabilitation. Standford Avenue Pavement Rehabilitation, La Loma 2C Water Strengthen & Replace Water Mains, Well 312, La Loma 3A Strengthen & Replace Water Mains, Lakewood Neighborhood Street Improvements, Empire Avenue, 180 Neighborhood Ramps, Roosevelt Park, a water well pump station, water mains, and the 2016 Pavement Rehabilitation projects.

Key Accomplishments: [Task Order] Phase 3 extends the widening of Hazel Avenue from a four-lane to a six-lane roadway between Sunset and Madison Avenue. Federal aid helped fund this project that upgraded both dry and wet underground utilities that included approximately 4,000-LF of 12-inch water main including water meters for residents and businesses. This project required continuous coordination with multiple stakeholders, businesses, residents, SMUD, Consolidated Communications, AT&T, Fair Oaks Water District, Fair Oaks Park District, Regional Water Quality Control Board, Air Quality Management District, PG&E, and the County. The scope provided for median improvements, signal modifications, street lighting, bike lane additions, sidewalks, landscaping, sound walls, bus turnout lanes, 4,000-LF of 12-inch diameter water main and water meters, storm drain improvements, and joint trench construction. This project was used federal aid for part of its funding so our construction management staff completed the various types of paperwork throughout the construction process.

Innovation Approach/Solution: Our team was diligent in managing and coordinating the environmental and stormwater permitting requirements, which reduced risk of violations and associated work stoppage and increased partner agency confidence in the County’s commitment to protection of sensitive species and water quality.

On-Call Construction Management P : From 2015-2022, TRC provided on-call construction support services for federally funded projects throughout the County.

Representative projects included the: Metro Airpark Interchange, decontamination and removal of methane gas from an abandoned 8-inch sewer force main, Hazel Avenue improvements PH 2, McKenzie Road Bridge Replacement over Laguna Creek, and Willow Creek and Buckeye Creek Bridge Replacements.

resolution, reducing change orders
and expediting schedules.

TASK ORDER PROCEDURES
For on-call projects, we anticipate
unexpected needs. Our staff is
experienced in how to provide
timely and responsive service.

Whether it be a request for
personnel on short notice,
unanticipated night work,
substitute staffing, emergency
work, or provisioning for services
of a non-routine nature, TRC fills
requests quickly and efficiently.

For assignments, our Project
Manager/Supervising Construction
Inspector, Justin Wehling will serve
as your single point of contact
when you have a task order. In the
past, the City has reacted favorably
to his expedient response time.

Once the City issues a task order
request, we implement our Task
Order Procedure. This process
is depicted in the illustration
(TRC’s Task Order Flow Chart).

Justin will review the scope of
work for complete understanding
and then coordinate with Dustin
Rath to identify the right staff
and budget for the work. This is
best accomplished by conducting
a kick-off meeting with the City,
a field review, and reviewing
pertinent documents to develop a
clear understanding of the project.

We then prepare and submit a
proposal for the project, including
scope, staffing, detailed schedule,
and cost breakdown for the City’s
review and approval. Once the task
order is issued, Justin mobilizes the
team, manages the task order, and
provides updates to the City.
