PROJECT UNDERSTANDING
BACKGROUND
The City of Manteca is preparing to establish a
new list of landscape architecture firms from
which to draw upon to provide consulting and
design services for the City’s parks, facilities,
buildings, trails, swimming pools and other
general landscape architectural planning and
design needs. This list will be utilized as needed
by City staff to augment the agency’s ability
to complete capital maintenance projects, new
design and construction projects, consulting
services and construction administration, and
possibly may need assistance in the preparation
of grant application packages or other
documents.
Manteca is known for providing comprehensive
and progressive parks and recreation services,
sustainable practices, higher than average bicycle
usage, and heavy utilization of parks, sports
fields and open spaces. The cultural history
of Manteca has centered around agricultural
activities that were expanded by the presence
of railroad transportation at the turn of the late
1800’s and early 1900’s. The City has experienced
rapid growth over the past 50 years to become a
regionally significant town known for its cultural
diversity and friendliness.
The City’s on-call landscape architectural services
evaluation will be comprehensive and will focus
on the qualifications and strengths of firms and
individuals within firms to successfully complete
projects of many types and sizes over the next
few years. Our understanding is that firms that
have experience with effective community
engagement, highly organized cost control and
schedule management measures, experience
in and around Manteca and verified proof of
high-quality standards will score higher in the
evaluation process.
LPA is uniquely qualified to provide the
comprehensive services described above, as
will be demonstrated and presented within this
statement of qualifications.
PROJECT EXPERTISE
The specialized knowledge required to program,
plan, facilitate public input, design, estimate,
prepare researched studies, and prepare
instruments for construction for successful
projects only comes through experience and
teamwork on similar projects. The LPA team has
collaborated together on similar assignments,
and we will focus on some recent projects as
examples: the Reed and Grant Youth Sports
Complex in Santa Clara, the Cordova Pool
Renovation in Rancho Cordova, California, and
on-call landscape architectural services for the
County of Santa Clara, the City of San Jose and
many others. These projects focused on delivering
venues for youth and adult sports, swimming
programs and general recreation amenity design.
Through feasibility studies and community
outreach efforts we provided clear and residentderived recommendations. The concluding recommended locations, conceptual plans and bid
documents generated overwhelming community
support and effective use of public funds to
provide space for expanded and new recreation
and competition programs.

City of Manteca | On-Call Landscape Architectural, Landscape Plan Check, Landscape Inspection and Project Management Services Our team of integrated landscape architects,
engineers, and architects provide streamlined,
efficient and exacting professional services all
under one company for our client’s benefit.
Under the leadership of Arash Izadi, Principal
and Managing Director, John Courtney we have
recently completed technical design projects
for dozens of synthetic turf sports fields and
renovations/resurfacing projects, splashpad
designs, feasibility studies and construction plans
for large recreation centers, aquatic centers and
natatoriums. With seasoned professionals highly
experienced at public participation consensus
building, we have the technical prowess matched
with a community-oriented approach.
FISCAL AND SOCIAL RESPONSIBILITY
We endeavor to make fiscally responsible
recommendations to our clients. This means
looking at the larger maintenance and operational
picture, not just the cost for construction. We
have excellent working relationships with the
firm of Ballard*King to assist with this specialized
effort if needed. Our goal is to make cities aware
of what it will take to adequately maintain the
facilities they construct. Sustainable practices
are paramount to the long-term health and
welfare of local communities. LPA designers are
all LEED accredited professionals who put their
hearts into ecologically sustainable solutions and
details, whether a project is attempting a LEED
certification level or not.

City of Manteca | On-Call Landscape Architectural, Landscape Plan Check, Landscape Inspection and Project Management Services
SPECIALIZED EXPERTISE
Aquatics is a sub-specialty within our profession,
and we understand that Manteca may need
consulting services to address renovations, repairs
and/or possible expansion of the existing aquatics
facility or new splashpads in other locations.
With the inclusion of Aquatic Design Group to
collaborate on technical aspects of swimming
facilities and HL Construction Management to
provide professional independent cost estimating
services, our team is in place to provide services
of almost any type.
For new or significant renovation projects, our
challenge as planners, recreation specialists and
designers will be to assist the City in the creation
of visionary and achievable development plans.
Our firm provides industry-leading designs for
municipal clients; projects that are appropriate
in terms of energy harvesting and conservation
as well as aesthetic enhancements to the
communities we serve.
GRANTS ASSISTANCE
Our firm has collaborated with dozens of
governmental agencies to prepare grant
application packages, bond measure planning
packages, and facility master planning
documents. This will be strategically important
for some projects, especially as future State
Propositions generate opportunities for the
State OGALS distribution of funds. The renewal
of annual programs such as LWCG, CDBG,
and others will be good potential funding
mechanisms, each with unique submittal
requirements. We also assist communities with
updating their Parks and Recreation Master Plan,
and Developer Impact Fee Nexus Study to provide
proper funding vehicles for park development and
community-wide special projects.
We plan to execute and accomplish projects
that come in on schedule and on budget. We
will collaborate with City staff to address every
request for services in a timely manner, develop
scope of services with appropriate fee statements
and execute the projects efficiently.
We typically schedule a “Plan the Plan” meeting at
the beginning of every project to establish the key
milestone dates, phases of design, cost estimating
services and construction duration. This enables
us to work alongside staff almost as an extension
of your staff to be as efficient as possible to
execute the work and complete projects.
THE POWER OF INTEGRATED
DESIGN: A BETTER PROCESS WITH
BETTER RESULTS
LPA believes that collaboration drives creativity
and improves problem-solving. That’s the
philosophy behind our integrated design process.
When you work with us, you benefit from a
multidisciplinary team of designers, planners,
engineers, researchers and thought leaders
all working together for the greater good of
the project. From the beginning of the design
process through completion and post-occupancy
evaluation—everyone is actively involved and in
sync.

A RESEARCH-DRIVEN APPROACH
THAT IMPROVES OUTCOMES
LPA takes an informed approach to design—one
that leverages the insights of our dedicated
research team to maximize value for each
project. Every planning and design decision we
make is based on the best available intelligence,
from sustainability studies and energy analysis
to design simulations and post-occupancy
evaluations. It’s a data-driven, evidence-based
process that produces high-performance
buildings that do more with less.
SUSTAINABLE SOLUTIONS THAT ARE
BETTER FOR BUSINESS
As pioneers in sustainability, LPA has been setting
new standards for more than 50 years. Unlike
many firms who view green design as a LEED
checklist or project add-on, sustainability informs
everything we do. We create smarter sustainable
designs that improve efficiency and reduce
operational and maintenance costs for clients. Our
projects also help to promote health and wellbeing and enhance the user experience.

FIRM HISTORY
LPA was founded in 1965. Today, the firm has
expanded to more than 440 people with four
locations in California and two in Texas.
As an integrated design firm, LPA breaks down
the barriers between disciplines. We bring
together experts in architecture, engineering,
interior design, landscape architecture and master
planning to collaborate with clients from start to
finish. As one of the country’s only design firms
with a dedicated research team, we draw on
rigorous data and analysis to shape our projects
and improve their economic, environmental and
social value.
A DEDICATED SPORT + RECREATION
GROUP
LPA believes the design of parks facilities
requires a specific approach and unique expertise
not common among design firms. With this
understanding, LPA has a dedicated Sport +
Recreation Practice experienced at handling the
unique challenges of designing public recreation
facilities. We have unparalleled technical expertise
in designing parks, athletic fields, trail systems,
general recreation buildings, comprehensive
recreation centers, flexible community spaces
and gymnasiums, as well as support facilities
for City offices. We fully understand the specific
design requirements of these project types. We
are passionate about creating innovative facilities
that work better, do more with less and improve
people's lives. A successful project is about
prioritizing, identifying the appropriate budget
and sticking to it, and perhaps most importantly,
making sure every voice is heard. We look at
the full programming goals, not simply bits and
pieces. For projects such as those envisioned
for the City of Manteca, a holistic design process
is required that blends the new and existing
elements and grounds into modernized cohesive
recreation spaces.
"The community feedback we received
was invaluable in shaping and guiding

The Cordova Community Pool Project replaced an aging facility with a new center designed to meet the needs of the community for many years to come. It features a 10-lane competition-sized lap pool and diving board and a separate recreation pool with two lanes for lap swimming, a beach entry and a play structure. A new 3,500-square-foot building houses pool equipment, lockers, restrooms, storage facilities, offices and a ticket window. The site, located in Hagan Community Park adjacent to the American River, is surrounded by a man-made pond.
The entry to the facility mimics the flow of the river, with the surrounding landscaping based on the reedy and grassy plants often found at the water’s edge. The design seamlessly integrates the facility into the existing park and creates natural transitions between the park’s programs, adjacent community buildings and the pool’s facilities.
LPA worked closely with the Cordova Recreation and Park District, the community and the City of Rancho Cordova to ensure the facility addressed a broad range of requirements and age groups, including competitive programs, artistic swimming, open swim, children’s swim classes and recreation for all ages.

City of Manteca | On-Call Landscape Architectural, Landscape Plan Check, Landscape Inspection and Project Management Services In October 2018, the City of Manteca hired LPA to conduct community outreach, prepare conceptual site designs and provide a feasibility study for three major sports and recreation facilities; a sports park, an aquatic center and a gymnasium/recreation center. The consultant team prepared a comprehensive outreach approach, conducted workshops, prepared a market study and developed consensus diagrams on three separate sites in the City. The goal of the feasibility study was to provide the best combination of facilities, a rough order of magnitude construction cost estimate and operational studies for all three sites. The result is a comprehensive study the City can utilize in the future as candidate sites are presented for development.
The program for the exemplar site included eight soccer fields, a 72,000-square-foot recreation center with six basketball/volleyball courts, and a large aquatics complex with 50-M pool, waterslides, activity pool and training pool.

The El Pescadero Park Project is the revitalization of an existing 13.6 acre neighborhood park in northern Tracy, CA. The project envisions new programmatic elements that will turn an underutilized park into a multi-generational community amenity. The park core is organized along a new multi-modal promenade running north-south through the park, creating a new critical link between bike lanes in the neighborhood to the north and the commercial zone to the south and connecting residents with services. Features along the promenade include a new dog park with agility features, shaded events pavilion, multi-use lawn, refreshed basketball court and existing play area with new splash pad, creating an active central core for the park. Other features in the park include a fitness and nature loop trail through native grass and wildflower meadows and stormwater gardens, a new skate park, and parking. Over 200 new trees will complement the existing mature tree canopy and provide much needed shade, seasonal interest, and biodiversity. Native and drought tolerant plantings will replace existing lawn areas, reducing water use by a target 40% below existing conditions while creating habitat and food source for native pollinator species. The park design features a series of stormwater treatment basins that will collect and clean 100% of stormwater on-site. The park revitalization is being developed alongside a new Multi-Generational Recreation Center which will be located within the park. Together, the park and recreation facility will integrate with senior, teen, and after-school programs to create myriad recreation opportunities for all generations, bringing much needed amenities to an underserved section of the City.

The intent of this Trail Feasibility Study was to identify potential and preferred additional alignments and improvements to the Highway 237 Bikeway Trail and the San Francisco (SF) Bay Trail in northern San Jose from Sunnyvale to Milpitas. With the objective to support a contiguous Class I trail in the area, this study examines the feasibility of new Class I trails along Highway 237 and the south end of the San Francisco Bay shoreline. Bridges over sensitive habitat areas and freeways were studied, as well as uniform signage, gateway imagery and placemaking strategies. Cost estimates were developed to determine fiscal feasibility. Stakeholder group outreach was provided by the consultant team, and ultimately the consensus input recognized the importance of recreation and alternative transportation opportunities provided by the project. Ultimately the research showed that the challenges to construction and jurisdictional approval could be overcome and would be feasible for the future construction of the $55,000,000 project over multiple phases of implementation.

City of Manteca | On-Call Landscape Architectural, Landscape Plan Check, Landscape Inspection and Project Management Services Gauche Aquatic Park fulfilled a long-standing community vision for Yuba City and created a cornerstone for the city’s recreation program. The redesigned 10- acre community park and aquatic center created a vital center for civic activities and stimulated commercial development in the city’s downtown area.
At the time, Gauche Park needed a significant renovation and was greatly underutilized and the city’s only existing public pool was scheduled to close.
The new facility features a 10-lane, 25-yard competitive and recreational swimming and diving pool; a two-lane warm-up and swim lesson pool; a zero-depth-entry children’s activity pool; a 24-foot-high water slide tower with receiving pool; and a 10,000-square-foot recreation building with multipurpose, lifeguard and pool equipment rooms. The park’s landscape design includes two thematic playground areas and a community garden. The layout is integrated with outdoor basketball courts, children play areas, plazas, courtyards, an amphitheater, a picnic area, parking and passive park space, designed to promote community engagement, as well as health and wellness.
The park incorporates sustainable features such as bioswales, shade trees to reduce the heat-island effect, permeable pavement, drought-tolerant plantings and the use of recycled materials. Other sustainable, energy-saving and lifecycle oriented project features include durable, low-VOC materials, efficient LED and fluorescent lighting systems, low-flow plumbing fixtures and high-efficiency mechanical building and pool systems with active controls.

The Rancho Cordova Little League Renovation is a Joint-Use project that originally began in 2016 with programming and planning for the future facility. The City of Rancho Cordova funded project includes renovation and replacement of existing fields and facilities on portions of CRPD property in Ahlstrom Park as well as Cordova Lane Center School, a Folsom Cordova USD property. Currently in schematic design phase, the needs of all the stakeholders are taken into consideration for this important neighborhood amenity that also includes street improvements and undergrounding overhead power lines. Four Little League baseball fields, concessions and restrooms, monument signage, plaza and parking improvements are included in
the program.

City of Manteca | On-Call Landscape Architectural, Landscape Plan Check, Landscape Inspection and Project Management Services The Placer Valley Sports Complex includes 10 full-sized, synthetic multisport fields that can be used for soccer, football, lacrosse, rugby, field hockey and ultimate Frisbee. With more than one million square feet of synthetic turf, the fields make up one of the largest synthetic turf facilities in the United States.
The irregular site geometry, as well as environmental constraints and access issues, made it challenging to fit the entire program on the site. A portion of the land lies within a 100-year flood plain, which rendered approximately seven acres as undevelopable; other areas contained sensitive wetland or open space that was off limits. In addition, the site is bisected by Coyote Creek, an active running waterway.
The design solution places the new community building and plaza at the heart of the site, allowing the large footprints of the fields to be configured in the most efficient way possible. At 10,000 square feet, the community building contains multipurpose rooms, concessions, restrooms, offices and tournament headquarters. The adjacent events plaza can host awards ceremonies, farmers markets, concerts and other outdoor gatherings. Additional amenities include two play areas, a variety of dining and picnic opportunities, and abundant canopies and shade trees for comfort.
Landscaping is designed with drought-tolerant plants and high-efficiency irrigation systems. Site utilities include reclaimed water. A regional trail, consisting of AC paving and decomposed granite shoulders, meanders along Coyote Creek and adds a passive component to the active sports park.

Creativity was needed to develop a multi-function community sports complex on a wedge-shaped lot in the fast-growing City of Santa Clara. The challenge was to arrange multiple youth sports fields on the site, while ensuring the complex addressed the community’s current and future interests.
The design fits five soccer fields on the site, each a different size, recognizing the needs of different age groups. Four of the fields are synthetic and one natural turf. Twenty-foot-high netting separates the grounds and shields the walkways bordering the fields.
The facility includes a 3,800-square-foot multipurpose building, including flexible space for a variety of sports-related activities, such as wrestling, karate and exercise classes. A wide walkway connects the multipurpose building to a plaza for a variety of local events.
The entire facility will use efficient LED sports lighting powered by photovoltaic systems on the roof of the multi-purpose building. The roof is also designed to direct stormwater to retention areas, as part of a system to reduce water runoff throughout the site. The parking lot also includes 11 electric vehicle charging stalls.

To help fulfill the City’s commitment to expand both active and passive park facilities within the City of Santa Clara, the City engaged the services of LPA to help identify, evaluate, design and develop financial cost data for various existing parcels and proposed parcels throughout the City. As part of the comprehensive process, LPA developed conceptual documents on multiple sites including the existing Youth Soccer Park, the redevelopment of the City’s Corporate Yard and an undeveloped property owned by the City’s Utility Company. The project included community outreach workshops and presentations to ad-hoc groups, committees and commissions ranging from 10 people to a few hundred people. The three-year process resulted in the funding of projects at two sites, including the Youth Soccer Park and the new Reed and Grant Sports Park and Community Building. The initial project included the replacement of field #2 with synthetic surfacing, assisting the city during Super Bowl 50 operations through forensic studies and provided technical assistance on the renovation of fields #1 and #3.
