RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, ACCEPTING ALL IMPROVEMENTS FOR THE RETROREFLECTIVE TRAFFIC SIGN PROJECT CIP NO. 16027 HSIPL-5242(033) AS COMPLETE, AUTHORIZING THE CITY CLERK TO FILE THE NOTICE OF COMPLETION, AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO COMPLETE AND EXECUTE ALL ASSOCIATED DOCUMENTS, AND TAKE ALL APPROPRIATE ACTIONS NECESSARY TO CARRY OUT THE PURPOSE AND INTENT OF THE RESOLUTION WHEREAS, on November 21, 2023, City Council awarded the construction contract for the Retroreflective Traffic Sign Project CIP No. 16027 HSIPL-5242(033) (Project) to Chrisp Company for an amount of $1,489,745.83 and approved a project construction contingency of $148,975.17; and WHEREAS, on April 2, 2024, City Council approved the construction Contract Change Order No. 1 with Chrisp Company in the amount of $253,427.11 for the Project and approved a project construction contingency of 1.7% ($32,851.89) for a total not-to-exceed construction budget of $1,925,000; and WHEREAS, the Project was constructed in general conformance with the conformed plans and specifications; and WHEREAS, the final Project included a total of 7 contract change orders totaling $330,435.37 which is approximately 22.18% of the original contract amount to upgrade additional existing outdated traffic signs that were not in compliance with the California Manual for Uniform Traffic Control Devices (MUTCD), and allowed the City to maximize the federal grant; and WHEREAS, the final construction cost is $1,820,181.20 and the final payment certification has been signed by the contractor and attached for reference, Attachment 3; and WHEREAS, there is a 5% retention totaling approximately $91,009.06 that will be released to the Contractor no sooner that 45 days and no later than 60 days after filing of the notice of completion; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby accepts all improvements for the Retroreflective Traffic Sign Project CIP No. 16027 HSIPL-5242(033) as complete.
The City Council hereby authorizes the City Clerk to file the Notice of Completion for the Retroreflective Traffic Sign Project CIP No. 16027 HSIPL-5242(033).
The City Council hereby authorizes the City Manager or designee to complete and execute all associated documents, and take all appropriate actions necessary to carry out the purpose and intent of the resolution.
This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 19th day of November 2024, by the following vote:
