RESOLUTION R2024-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, APPROVING THE 2025 QUALITY ASSURANCE PROGRAM FOR FEDERAL CONSTRUCTION PROJECTS AND AUTHORIZING THE CITY ENGINEER TO COMPLETE AND EXECUTE ALL ASSOCIATED DOCUMENTS, AND TAKE ALL APPROPRIATE ACTIONS NECESSARY TO CARRY OUT THE PURPOSE AND INTENT OF THE RESOLUTION.
WHEREAS, the City of Manteca Engineering Department is responsible for constructing transportation projects that are state and federally funded; and WHEREAS, for federal construction projects, the City of Manteca (City) is required to adopt a Quality Assurance Program (QAP). A QAP is a program that will ensure the materials and workmanship incorporated into each construction project conform to the requirements of the contract plans and specifications including approved changes, and WHEREAS, the main elements of a QAP are an acceptance program and an independent assurance program; and WHEREAS, The California Department of Transportation (Caltrans) will not process a Request for Authorization for Construction without verification of an adopted QAP; and WHEREAS, the QAP must be signed by the Engineering Director/City Engineer or, if the director is not registered, it must be delegated to the next highest registered Engineer; and WHEREAS, the QAP must be updated at least every five years. The City’s QAP was last updated in March 2020, and the next update is due prior to February 2025; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby approves and adopts the 2025 Quality Assurance Program for federal construction projects.
The City Council hereby authorizes the City Engineer or designee to implement the 2025 Quality Assurance Program, complete and execute all associated documents, and take all appropriate actions necessary to carry out the purpose and intent of the resolution.
This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 3rd day of December, 2024, by the following vote:
