Tell us about yourself (i.e. background, education, career experience, interests).
I am self made. Youngest of 4 brothers, always learning and experiencing things at an early age because of them. I almost was forced to be the Adult in the family due to the responsibilities I took on growing up, and even more so now. I moved out of Manteca and lived in North County San Diego to go out and experience life outside of a smaller city. I worked 3 jobs while I was out there, then had an opportunity to assist on a Real Estate team in San Diego in 2022. That was just the beginning. I have grown and learned so much since 2022 and I was only 18-19 at the time. Now 21 years old I have had my real estate license for sometime now and on the #1 PMZ team California has to offer. The Del Real Group my team is named. My interests and goals is to build a sense of community in the City I so love.
Times however are not as they were. My generation is being attacked by media and cellular devices. Less and less of a community here in Manteca is being felt across my age group, instant gratification is at our finger tips and it is having people let themselves go and forget what is most important. To commune with one another and to be able to help each other out. Manteca has the potential to be a great city with more and more people moving here from the Bay Area. Give me a chance and I wont let the city down. Personally, I love to run, workout, surfing, etc. I am a big numbers guy (looking at all the past trends), I like to look at all the numbers and usually it tells me a story if you go further back enough, from there I make my decisions. I also like to cook a mean steak.
List any experiences you have serving on other Boards & Commissions in the City of Manteca or elsewhwere.
I have not had any experiences being on a City Board truth be told. The closest thing I have to any leadership role is captain of the Football team here at Manteca High when I attended, while also being Class President for my 4 years of High School. Though I don't want this to de-credit my ability to learn and overcome.
Question applies to Planning Commission
How did you hear about the Planning Commission vacancy? I originally spotted the post on the Manteca City Page on Facebook.
Question applies to Planning Commission

Question applies to Planning Commission
What is your vision of Manteca as it relates to City growth? Building a sense of community, I am born and raised here in Manteca and have seen all the ups and downs the city has made of itself. I want to be able to have a voice on the decisions being made for the sake of the city and for the people who live within it. To build a downtown the people love walk around and enjoy time with friends and family. If that means more small businesses and less starbucks and gas stations at every corner, maybe even do something with the complex they built for the AMC Movie Theaters, which has been sitting there with no shops in it since I can remember. There is so much I can go deeper on, and if you give me the opportunity. I'd love to share it with whom ever this concerns on the Board.
Question applies to Planning Commission
What do you think is the single, most important skill a Planning Commissioner should have?
To be able to take a look at everyone perspectives, weigh them out, then ultimately make a decision based on the City's long term goals. Communication skills as well is up there as you have to talk to the people who have ideas for the city and be able to show them that they are being considered, just as everyone else's are.
Question applies to Planning Commission
What is your background and experience as it pertains to General Plans? I am familiar with how the city works. I attended this years General Plan meeting in Modesto to hear about their Vision for 2050. I understand how city zoning works because of my background in real estate, though I know that I can be learning so much more if I sat in on meetings and got to hear others speak. I dont have any hands on experience but I have always been the one to go out and learn it so that I can apply it in the real world. I pick things up fast and am always seeking knowledge, to learn more about how things work/ are run. To put it simply, I have grown up telling people that I want to be more involved in the city and to be able to put our ideas on the table for further discussion. The city needs a set of eyes coming from my generation to be the voice for them and to speak about what we think would be best, though I know this is a team effort and I am so honored to have the opportunity to apply for this position.

Tell us about yourself (i.e. background, education, career experience, interests).
I've lived in Manteca since 2016 and am a resident of the Bella Vista Neighborhood located in District 1, represented by Council member Charlie Halford. I am a Psychology Major that attended San Francisco State University, and I have a 28+ year career in the Private Sector, spending the majority of that time within the Commercial Retail Management space, having operated and managed several different store formats and types. I'm currently work for as a Sales Director for Caleres, Inc., responsible for sales volume of $165K annually, and responsibilities also include budget oversight management. I also serve on the company's Real Estate Committee, responsible for commercial space site analysis, P&L review, and new site sourcing. I'm a family man that loves to play golf (when there's time) and have a strong interest in politics and the current state of our culture within the broader society. I very interested in continuing my involvement in City Government, so I can support my fellow city residents, whether that be through serving on the Measure Q Citizen's Oversight Committee, Planning Commission, or returning to the Public Safety Sales Tax Oversight Committee. (NOTE: I also submitted a board application for the Measure Q Citizen's Oversight Committee in addition to this one, to ensure awareness of my flexibility to serve the community in the capacity that )

I have served on the City of Manteca's Public Safety Sales Tax Oversight Committee (Measure M) since May 2022. I served as Vice Chair in 2023 and Chair in 2024. I also currently serve on the Board of Directors for Second Harvest of the Greater Valley since July 2024.

Question applies to Planning Commission
What do you believe the role of the City's Planning Commission to be? I believe the Planning Commission serves the purpose of advice and consent in recommending projects to go before the City Council for approval. The Planning Commissioners should ask the tough questions of the developers and of City staff, get into the details of the project to assess impacts, and use common sense to determine broader impacts of each project presented. I believe the Planning Commission should have members with varied backgrounds and experiences to ensure a breadth of representation and different analytical approaches. If the Commission is comprised solely of career Planners, then it's possible that common sense questions may not be asked from the lens of the everyday Citizen. I believe the Commission should be comprised of Planners and Non-Planners to best serve the community.
Question applies to Planning Commission
What is your vision of Manteca as it relates to City growth? I believe growth is essential for a thriving community to prosper. I support measured growth with the corresponding appropriate funding sources to support necessary infrastructure and public safety improvements that match the growth rate of our city. With the significant levels of growth that the city has experienced south of the 120 freeway, I believe we should be prioritizing these focus areas of infrastructure and public safety for all existing and new projects to come in this part of the city. I also support the recent creation of the Downtown district to begin the process of planning for much needed upgrades and enhancements to attract new business (retail food and commercial) and to become a destination for city residents. With a healthy and thriving downtown economic environment comes the opportunity for additional growth in the surrounding area, including multi-story real estate developments, new entertainment and recreational venues, and improved community satisfaction. Additionally, the Family Entertainment Zone presents a unique opportunity to attract people from the broader region to help drive economic growth within the City, and expediting developments in this area to maximize the revenue generation allowed for by Measure Q over the next 20 years is in the City's best interest.
Question applies to Planning Commission
What do you think is the single, most important skill a Planning Commissioner should have?
It is essential for every Planning Commissioner to have the ability to apply common sense logic through the broader lens of how a specific project will affect the broader community (e.g., infrastructure needs, traffic flow, public safety, general satisfaction, etc.) Question applies to Planning Commission
What is your background and experience as it pertains to General Plans? As a resident of Manteca since 2016, I've followed the City's General Plan updates in recent years and contributed feedback to the General Plan committee from the perspective of a concerned citizen. I believe the General Plan is the visionary guide that creates the framework for how a city measures its growth as well as growth potential. In the business world in my career, I've served on Real Estate development committees for 2 different companies, each had a General Plan for their commercial real estate growth on a national level, where I was responsible for advice and consent, site sourcing, revenue growth analysis, profit and loss projections, and more. I've always applied a common sense approach to assessing any specific development, to determine the broader effects on the business and how each project fit into the strategies outlined in the General Plan for the company.

Tell us about yourself (i.e. background, education, career experience, interests).
-Career Experience I am a Senior Transportation Planner, working seventeen years for the Valley Transportation Authority (VTA) in Santa Clara County. VTA is a special district that wears two hats - County Transportation Agency and the Congestion Management Agency.
That affords me the opportunity to interact on a daily basis with coworkers on planning exercises for projects of land use, bicycle & pedestrian, Active Transportation, Safe Routes to School, Transit Oriented Development, and transit improvements. -Additionally, I program and manage various local tax measures in addition to regional, state and federal grants.
Local tax measures under my purview include 1996 Measure B, 2000 Measure A, and coordination on 2016 Measure B. - On any given day, I may work with city/town staff from one of the sixteen local jurisdictions on program and project delivery. Or I may be consulting with the metropolitan planning organization (MPO) staff on program development. I have written Board memos, Caltrans project applications and funding agreements; responded to inquiries from local elected officials; sat on interview panels for several local cities; and lead public workshops on grant opportunities. Further, I manage the One Bay Area Grant program for Santa Clara County. OBAG is the largest federal funding arm for the Bay Area Regional Transportation Plan & Sustainable Communities Strategies. Over the three OBAG cycles, the county share ranges from $88 million to $104 million. - My professional memberships include the American Planning Association and the Women's Transportation Seminar. -Education: My Masters are in City & Regional Planning and Transportation Planning from California Polytechnic University, San Luis Obispo, while my Bachelor of Science is Liberal Studies from the University of the State of New York. Graduate course work included but not limited to land use law, sustainable mobility, feasibility studies, urban design, environmental planning, community planning, planning management, and public policy analysis. Additionally, I was a consultant on the Kings County (CA) Community Plan and the Desert Hot Springs General Plan, Circulation Element update. - Background: I was born into a United States Air Force family, which meant we traveled the world. I grew up in California, New York, New Jersey, Okinawa and the Philippines. Those early experiences informed and shaped me to appreciate other cultures. After community college, I enlisted as active-duty USAF, secured a Top-Secret Clearance and was stationed in Berlin as a Russian linguist. Once I finished my undergraduate degree, I enlisted in the USAF Reserves as a maintenance analyst in Riverside, CA. After graduate school, I accepted the offer at VTA and began my professional planner career in 2008. I lived in Santa Clara county until 2018, when I became a homeowner in Manteca. - Interests: The intersection of my experience in transportation and funding opportunities fuels many interests and concerns for the future growth of the City of Manteca and San Joaquin county. -The City of Manteca plays a key role in all aspects of the county's future. The city has taken on rapid growth in both the commercial and residential sectors. It is well on its way to meeting or exceeding its RHNA requirements. As a major commercial corridor for east/west freight movement, it has become home to large warehousing and trucking. While economic development secures revenue for additional infrastructure and needed amenities, it also comes with the challenge of balancing traffic congestion, air quality, water resources, road maintenance and rehabilitation, and affordable housing stock. The county's Measure K will certainly contribute to solving some of these issues as well as the city's recently passed Measure Q. - Finally, as an ACE train commuter, I have been tracking the progress of the Valley Link project, especially potential funds from the Major Project Advancement Policy (MAP) for the initial operating segment.

Currently, I serve as a Manteca Planning Commissioner which terminates at year end 2024 due to the new ordinance regarding commissions passed by City Council. Therefore, I am reapplying for a vacancy. My tenure began in mid-2022. Although I do not sit on a Board, I do present agenda items to the VTA Board of Directors. I have been the staff liaison for the VTA Capital Improvement Program Working Group, a subgroup of the Technical Advisory Committee. The working group consists of planners and public works staff from each local jurisdiction. I am also a representative from Santa Clara County to the regional Local Streets & Roads committee and Transit Finance Working Group.

Question applies to Planning Commission
How did you hear about the Planning Commission vacancy? As a current Manteca Planning Commissioner my original term was until year end 2026, so I am aware that the new city ordinance will vacate all Planning Commission positions at year end 2024. Therefore, I knew to reach out the city staff about any next steps to reapply.
Question applies to Planning Commission
What do you believe the role of the City's Planning Commission to be? As appointees of the City Council, the planning commission reviews agenda items of the development/updates to the general plan, zoning, city development, and often architectural review if there is no designated committee. Also, a commissioner should listen to community voices regarding their concerns about growth patterns while balancing the voices of developers. Often, the planning commission is the only contact the public has with city representatives and affords residents a chance to hear items of importance before reaching City Council. Commissioners may make suggestions and amendments to agenda items before items move to Council.
Question applies to Planning Commission
What is your vision of Manteca as it relates to City growth? Having done an initial windshield survey when I moved to Manteca, I saw unbalanced growth and potential for a permanently divided city, cut by the 120 freeway. Of course, I would enjoy a vibrant, walkable downtown business district. But as the city expands south I experience a pressing need for infrastructure that supports badly needed amenities. And my transportation planner head is concerned about the traffic impacts along Airport and Main/Manteca, again south of the 120. The growth seems exponential, but the infrastructure isn't keeping pace. Therefore, we need a robust plan to generate revenue and to apply for appropriate grant opportunities. I want Manteca to be a revenue generating destination.
Question applies to Planning Commission
What do you think is the single, most important skill a Planning Commissioner should have?
Unbiased collaboration and listening skills.
Question applies to Planning Commission
What is your background and experience as it pertains to General Plans? - Reviewed the Manteca General Plan 2043, recommending approval to the City Council. - General Plan Consultant for the City of Desert Hot Springs to conduct background research to produce the background report and update the Circulation Element. -Community Plan Consultant for Kings County to conduct background research to produce the background report and update the Community Plan Circulation Element.
