FOR THE CITY COUNCIL OF THE CITY OF MANTECA

CALL TO ORDER: 3:02 p.m.

AGENDA REVIEW AND SUPPLEMENTAL REPORTS: None.
DISCLOSURE OF EX PARTE COMMUNICATIONS: None.
A. PUBLIC COMMENT: None.
ACTION: Moved, seconded (Singh/Lackey) to limit all public comment for the public and applicants to two minutes.

B. INTERVIEWS AND APPOINTMENTS:
B.1. 25‑045 It is recommended that the City Council interview and appoint six applicants, to the Manteca Planning Commission to fill five regular member seats and one alternate seat. One member and the alternate will be appointed by the Mayor with terms ending December 31, 2026, one member that will be appointed by the District 3 Councilmember with a term ending December 31, 2026, one member that will be appointed by the District 4 Councilmember with a term ending December 31, 2026, one member that will be appointed by the District 2 Councilmember with a term ending December 31, 2028 and one member that will be appointed by the District 1 Councilmember with a term ending December 31, 2028.
City Clerk Cassandra Candini-Tilton provided a brief overview of the staff report and the City Council interviewed the following applicants:
District 1 - Applicants

· Celeste Fiore
· Eric Hayes
District 3 - Applicants
· Tanisha Jimenez
District 4 - Applicants

ACTION: Moved, seconded (Singh/Halford) to appoint the following to the Manteca Planning Commission:
- District 1 Vice Mayor Halford to appoint David Mendoza with a term ending December 31, 2028. - District 2 Councilmember Lackey to appoint Celeste Fiore with a term ending December 31, 2028. - District 3 Councilmember Breitenbucher to appoint Tanisha Jimenez with a term ending December 31, 2026.
- District 4 Councilmember Morowit to appoint James A. Paslak with a term ending December 31, 2026. - Mayor Singh to appoint Corey L. Coleman as a full member and Jason Williams as alternate with terms ending December 31, 2026.

B.2. 25‑049 It is recommended that the City Council interview and appoint six applicants, to the Citizens Oversight Committee (Measure Q) to fill five regular member seats and one alternate seat. One member and the alternate will be appointed by the Mayor with terms ending December 31, 2026, one member that will be appointed by the District 3 Councilmember with a term ending December 31, 2026, one member that will be appointed by the District 4 Councilmember with a term ending December 31, 2026, one member that will be appointed by the District 2 Councilmember with a term ending December 31, 2028 and one member that will be appointed by the District 1 Councilmember with a term ending December 31, 2028.

ACTION: Moved, seconded (Singh/Breitenbucher) to appoint the following to the Citizens Oversight Committee:
- District 1 Vice Mayor Halford to appoint Benjamin Cantu with a term ending December 31, 2028.
- District 2 Councilmember Lackey to appoint Aman Singh with a term ending December 31, 2028.
- District 3 Councilmember Breitenbucher to leave position vacant while recruitment for more applications continues.
- District 4 Councilmember Morowit to appoint Norman Hauser with a term ending December 31, 2026.
- Mayor Singh to appoint Judy Blumhorst as a full member and leave the alternate position vacant while recruiting for District 3.

C. CITY MANAGER COMMENTS:
Assistant City Manager Jose Jasso thanked all the applicants for applying and attending the City Council meeting.
D. COUNCIL COMMENTS:
Councilmember Morowit thanked all the applicants for applying and attending the City Council meeting; and encouraged the applicants that were not selected to apply for other available boards and commissions.
Vice Mayor Halford thanked all the applicants for applying and attending the City Council meeting; and encouraged the applicants that were not selected to apply for other available boards and commissions.
