AND THE CITIZENS’ OVERSIGHT COMMITTEE
February 25, 2025
CALL TO ORDER: 10:11 a.m.
Roll Call:
Present: Blumhorst, Cantu, Hauser, Singh, Breitenbucher, Lackey, Morowit, Halford, Singh
FLAG SALUTE: Councilmember Mike Morowit led the flag salute.
AGENDA REVIEW AND SUPPLEMENTAL REPORTS: None.
DISCLOSURE OF EX PARTE COMMUNICATIONS: None.
A. PUBLIC COMMENT: None.
B. DISCUSSION ITEMS:
B.1. 25‑089 Provide direction to City Manager and City Staff on creation and implementation of a Financial Plan.
City Manager Toni Lundgren provided a PowerPoint Presentation.
Discussion ensued with City Council, Citizens’ Oversight Committee and City Staff.
Bill Barnhart provided public comment on the item.
Clerk Note: Measure Q financial plan consensus received for 5% reserve and $12 million.
Mayor Singh thanked the Citizens’ Oversight Committee and concluded the Citizens’ Oversight Committee portion of the meeting at 12:05 p.m.
Mayor Singh called for recess at 12:05 p.m.
Mayor Singh reconvened the meeting at 12:37 p.m.
B.2. 25‑091 Staff recommends that the City Council receive and discuss a report on the Fiscal Year 2024‑2025 Goals and Priorities Work Plan and 2024 Citywide Accomplishments, and review and rank priorities for Fiscal Year 2025‑2026.
City Manager Toni Lundgren provided a PowerPoint Presentation.
Discussion ensued with City Council and City Staff.
Mayor Singh called for recess at 1:25 p.m.
Mayor Singh Reconvened the meeting at 1:47 p.m.
Ben Cantu provided public comment on the item.
Clerk Note: Consensus was to align staff & service levels with the following priorities:
1. Public Safety
2. Economic Development
3. City Infrastructure
4. Fiscal Sustainability
5. Homeless and Housing.
Priorities will be brought back to a future meeting for a work plan.
