RESOLUTION R20XX-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, ADOPTING A RESOLUTION AUTHORIZING A CALL FOR BIDS FOR THE PURCHASE OF A STREET SWEEPER UTILIZING CONGESTION MITIGATION AND AIR QUALITY (CMAQ) REIMBURSABLE GRANT FUNDING AND ALLOCATE FROM THE FUND 660 SOLID WASTE TO FUND THE INITIAL PURCHASE. AUTHORIZE THE CITY MANAGER OR THEIR DESIGNEE TO TAKE ALL NECESSARY ACTIONS TO IMPLEMENT THE RESOLUTION'S PURPOSE AND INTENT.
WHEREAS, The City of Manteca applied for and won grant funding using the Buy America Program. The Buy America waivers became available late last year and the City has been working on Bid documents that meet the grant specifications; and WHEREAS, Staff recommends authorizing a Call for Bids for the purchase of the American made street sweeper using the reimbursable grant funding.
WHEREAS, Funding for this purchase will primarily come from the Congestion Mitigation and Air Quality (CMAQ) program. The total Capital Outlay cost is estimated to be $563,651. Funding is as follows:
Federal (CMAQ): $499,000
Local (City Contribution): $66,173
WHEREAS, Staff recommends allocating $563,651 from Fund 660 Solid Waste to fund for the initial purchase and approves Fund 660 Solid Waste to fund any additional costs should the project exceed the current required $66,173 local match.
WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct and establish the factual basis for the City Council’s adoption of this Resolution.
Authorize a Call for Bids and the purchase of an American-made Street Sweeper using the reimbursable grant funding estimated to be $563,651 and approve to use Fund 660 Solid Waste for the initial purchase. City Staff will apply for reimbursement from the CMAQ program in the amount of $499,000 and the City will fund the local contribution of $66,173.
3. This Resolution shall take effect immediately upon adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 18th day of March, 2025, by the following vote:
