RESOLUTION R2025-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, APPROVING THE TRANSFER OF FEDERAL AND STATE EMERGENCY SOLUTIONS GRANT (ESG) FUNDS FROM THE GENERAL FUND (FUND 100) TO THE HUD GRANTS FUND (FUND 141) WHEREAS, the City of Manteca was awarded Federal and State Emergency Solutions Grant (ESG) funds in the amount of $21,960 (Federal) and $9,640 (State) to support operations at the Unsheltered Emergency Center; and WHEREAS, the City Council formally accepted these ESG funds on February 4, 2025, through Resolution R2025-05; and WHEREAS, these funds are currently budgeted within the General Fund (Fund 100), which makes tracking revenues and expenditures, and ensuring compliance with federal reporting requirements more challenging; and WHEREAS, the Finance Department has established a dedicated HUD Grants Fund (Fund 141) to enhance financial transparency, improve compliance with grant requirements, and streamline budgeting processes; and WHEREAS, this action has no fiscal impact on the City’s General Fund or overall budget.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City council’s adoption of this Resolution.
The City Council authorizes the transfer of appropriations of $21,960 in Federal ESG funds and $9,640 in State ESG funds from the General Fund (Fund 100) to the HUD Grants Fund (Fund 141).
The City Manager, or designee, is authorized to take all necessary actions to implement this transfer and ensure compliance with all federal and state grant requirements.
This Resolution shall take effect immediately upon its adoption.
