Tell us about yourself (i.e. background, education, career experience, interests).

In 1998, after moving to Manteca, my wife and I purchased our first house. Over the years, we have raised two daughters - one is currently a senior at Sierra High, and the eldest is living independently in Manteca. Our family has been actively involved in sports and water activities for the past 16 years, with both daughters playing water polo at Sierra High. For the past 26 years, I have worked in the construction industry, with the last 15 years spent at Operating Engineers Local #3. This experience has provided me with a strong understanding of construction processes and some knowledge of the workings of the city of Manteca, given that some city employees are also part of Operating Engineers Local #3. In terms of education, I have completed some college courses, graduated from a paramedic studies program, and attended the Grace Carroll Rocky Mountain labor school. My future plans include enrolling in the Harvard Trade Union Program next year. Outside of work and education, my wife and I enjoy traveling and attending festivals in Manteca.

I am currently involved in overseeing the Measure G and Measure A initiatives for the Antica Unified School District, managing approximately $420 million in bonds allocated for school facility improvements. Additionally, I serve as the President on the board of directors for Hope Ministries where I have been actively involved for nearly 10 years, previously holding positions such as Treasurer and Vice President. Since 2010, I have been a member of the Stanislaus and Tuolumne Central Labor Council and have held the position of President since 2013. Similarly, I have been a member of the Valley Building Trades Council since 2010, serving as Vice President since 2016. Furthermore, I am a resident of Manteca for over 25 years and have a strong interest in the city’s continued growth. I believe that my qualifications and experience make me a suitable candidate for this position.

I am a Manteca resident since 2021. I moved in this lovely and peaceful city to raise my family. I have longed to give back and serve my community such as this desire to join the Citizen's Oversight Committee. I chose this Committee because I have a strong background in government oversight having been an Investigator in the City of New York, Santa Clara County and currently with the San Joaquin County. As an Investigator, I have been involved in investigating complaints or cases involving waste and abuse in government spending, mismanagement of County assets, corruption and others government improprieties and took part in implementing corrective actions aimed to address the problem/issue. Banking on my experience performing oversight work in the above-mentioned institutions, I feel empowered to help the Committee in exercising its oversight functions to ensure that taxpayer's money are appropriated and used according to its purpose for the benefit of the residents of the City. I am driven to contribute to good governance for the City of Manteca, hopefully as a member of this Committee. I have been a long-time public servant (Federal, County and City) and have a law enforcement background as well. My education consists of a BA degree in Social Science and a Law degree, a Master’s degree in Administration of Justice. Very recently in August 2024, I finished an 8-month professional study in Social Impact Strategy with the School of Social Policy and Practice with the University of Pennsylvania.
