Question applies to Public Safety Sales Tax Oversight Committee Why are you interested in serving on the Public Safety Sales Tax Oversight Committee?
As a long time resident of Manteca, having moved here in 1994 from Modesto, I have watched Manteca grow into a busy city. It once used to be a quiet town, almost too quiet, however there is so much activity now that our public safety by way of the first responders is taxed. I have had friends in both the police and fire departments over the years and have seen the struggles and heard their complaints as well. I feel that we need people who can be objective and yet reliable in managing and responding to the needs of the city.

I have 32 years of self employment, fluency in other languages from living in other cultures, and licenses in the financial arena.

Question applies to Public Safety Sales Tax Oversight Committee,Millennial Advisory Committee What innovative ideas would you like to see implemented to encourage individuals to prosper in the City of Manteca?
Prosperity like happiness is an inside job. Whether we're talking about physical, financial, mental or even emotional prosperity, it all requires an individual to get up and act. From my experience it is a choice. Many lack the drive to be entrepreneurial. Opportunities to learn, inspire, and motivate others would be great but we can't make them do it. Helping others to become fluent in English would be a huge factor. It would increase their options in the open job market and facilitate the prosperity process. The mind needs to be stimulated to grow.

Another idea would be a local job listing board to provide jobs to our local folks which would promote local growth and revenue.

Question applies to Public Safety Sales Tax Oversight Committee,Millennial Advisory Committee What programs or events do you believe would connect individuals from different backgrounds, agencies, and lifestyles within the City of Manteca? With the many different cultures here in Manteca, I think a multi-cultural fair would be great! Generally we fear what we don't understand, or often feel threatened. Perhaps a fair that would display culture, thoughts, beliefs, and food. Culture should be held on to, however we are in a huge melting pot where our cultures unfortunately keep us divided rather than united. I believe that the National Night Out program has brought neighborhoods together and has given the people of this town the opportunity to meet and greet the local law enforcement and fire personnel. This has always been a great way to see that our first responders are real. I had often thought while in my practice, that never once in all my years of having a business in this town, did the local law enforcement pull a "Barney Fife" and visit the local business owners. Create a rapport between local commerce and the first responders. Just some thoughts! We want a safe town where we can take walks and raise families. With the proper vision and action, large improvements can be made.

Question applies to Public Safety Sales Tax Oversight Committee,Millennial Advisory Committee What innovative ideas would you like to see implemented to encourage individuals to prosper in the City of Manteca?
I would like to see redevelopment in the downtown area of Manteca to encourage more business in the downtown area. I believe having a vibrant downtown brings entertainment, restaurants, events and along with that, a satellite community college. Encouraging redevelopment of the outer neighborhoods of the downtown area. By achieving this, it would pull the outer neighborhoods of the downtown area in to the center of the city.

Question applies to Public Safety Sales Tax Oversight Committee,Millennial Advisory Committee What programs or events do you believe would connect individuals from different backgrounds, agencies, and lifestyles within the City of Manteca? Manteca is a growing city, a diverse city. I believe to continue the Family City theme that Manteca is all about we need to promote that though the many diverse ethnicities. Having events held in the downtown area benefits all of us. As far agencies. Promoting them though community events. Such as craft fairs, holiday events.

Question applies to Public Safety Sales Tax Oversight Committee Please tell us about special qualifications you have that best suit the Public Safety Sales Tax Oversight Committee.

I bring a unique combination of professional expertise, financial oversight experience, and community service that makes me well-suited for the Public Safety Sales Tax Oversight Committee. My career with the IRS Office of Chief Counsel and Silicon Valley's tech companies has equipped me with extensive knowledge in regulatory compliance, financial analysis, and ensuring fiscal accountability. I have spent years reviewing financial data, interpreting legal requirements, and advising on complex matters involving government funds—skills directly aligned with the committee’s responsibility to ensure Measure M funds are used exclusively for public safety purposes. Additionally, my prior service on this committee has given me direct experience overseeing the allocation of Measure M revenue, developing a strong understanding of the city’s budgeting processes for police and fire services. This experience, coupled with my involvement in Manteca’s SHARP and CERT programs, has provided me with insight into the needs of our public safety departments and the importance of ensuring they are properly resourced. My background in both the public and private sectors—ranging from government finance to Silicon Valley tech companies—has honed my attention to detail, strategic planning, and ability to work collaboratively. These qualifications enable me to effectively monitor expenditures, promote transparency, and ensure that the residents of Manteca continue to receive the public safety services they rely upon.
