RESOLUTION R2025-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, APPROVING CONTRACTS FOR BUILDING SAFETY PLAN CHECK, INSPECTION AND STAFF SUPPORT SERVICES TO JAS PACIFIC AND TRB & ASSOCIATES, AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO SIGN ALL NECESSARY DOCUMENTS WHEREAS, the City uses consultant plan check and inspection services when workload and permit activity prevent the delivery of these services from City staff in a timely manner; and WHEREAS, on December 16, 2024, a Request for Proposals (RFP) was sent out to interested parties and posted on the City’s website; and WHEREAS, the City received ten complete responses to the RFP; and WHEREAS, the City conducted interviews with the top respondents; and WHEREAS, JAS Pacific and TRB & Associates, Inc., were deemed to have been the highest quality firms; and WHEREAS, construction activity has continued to be very high, requiring a greater need for staff support services; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The Request for Proposal for Building Safety plan check, inspection, and staff support services is awarded to JAS Pacific and TRB & Associates, Inc.
The City Council authorizes the City Manager or designee to execute contracts JAS Pacific and TRB & Associates, Inc. for an amount not-to-exceed one million seven hundred thousand dollars ($1,700,000) with each corporation.
This Resolution shall take effect immediately upon adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 3rd day of June, 2025, by the following vote:
