RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE YOSEMITE AVENUE (WALNUT AVENUE TO MAIN STREET) BIKE AND PEDESTRIAN IMPROVEMENT PROJECT CIP 20006, APPROVING THE CALIFORNIA ENVIRONMENTAL QUALITY ACT NOTICE OF EXEMPTION DETERMINATION FOR THE PROJECT, AUTHORIZING A CALL FOR BIDS, AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO TAKE ALL APPROPRIATE ACTIONS NECESSARY TO CARRY OUT THE PURPOSE AND INTENT OF THE RESOLUTION. (EXEMPT FROM CEQA PURSUANT TO 14 CAL. CODE REGS. § 15301(C).) WHEREAS, the Yosemite Avenue (Walnut Avenue to Main Street) Bike and Pedestrian Improvement Project CIP 20006 (“Project”) scope of work includes the installation of bike lanes, curb ramps, enhanced pedestrian crossings, and slurry seal along Yosemite Avenue from Walnut Avenue to Main Street; and WHEREAS, the Engineer’s Estimate for the Project is $602,100; and WHEREAS, staff has reviewed and determined that the Project is Categorically Exempt under the California Environmental Quality Act (CEQA) pursuant to 14 Cal. Code of Regs. § 15301(c), Class 1 “Existing Facilities”; and WHEREAS, a Notice of Exemption will be filed with the San Joaquin County Clerk/Recorder and the State Clearinghouse for the Project within five days of approval pursuant to 14 Cal. Code Regs. § 15094. Plans, Specifications, and Estimates (PS&E) have been completed for the Project and are available for review in the Engineering Department; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby approves Plans and Specifications for the Yosemite Avenue (Walnut Avenue to Main Street) Bike and Pedestrian Improvement Project CIP 20006.
The City Council hereby approves the California Environmental Quality Act Notice of Exemption determination for the Yosemite Avenue (Walnut Avenue to Main Street) Bike and Pedestrian Improvement Project CIP 20006.
The City Council hereby authorizes a Call for Bids.
The City Council hereby authorizes the City Manager or designee to apply for permits, apply for State and Federal grants, solicit project funding support, complete and execute all associated documents, and take all appropriate actions necessary to carry out the purpose and intent of the resolution.
This Resolution shall take effect immediately upon its adoption.
