RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, APPROVING A RESOLUTION AWARDING A THREE-YEAR JANITORIAL SERVICE AGREEMENT TO LP QUEEN LLC IN AN AMOUNT NOT-TO-EXCEED $158,880; AUTHORIZE CITY MANAGER OR DESIGNEE TO EXECUTE AGREEMENT, SUBSEQUENT AMENDMENTS WHEREAS, On April 9, 2025, the Public Works Water Resources Division issued a Request for Proposals (RFP) for janitorial services at the Wastewater Quality Control Facility (WQCF). The RFP cited a three-year contract with two optional one-year extensions subject to satisfactory performance and budget availability; and WHEREAS, A total of six vendors submitted proposals.; and WHEREAS, On May 21, 2025, a staff review committee assessed the proposals using a standardized scorecard aligned with the RFP requirements. Following a thorough review and evaluation process, LP Queen Cleaning, LLC received the highest score based on established evaluation criteria; and WHEREAS, At this time staff recommends authorizing the City Manager to execute a three-year base term agreement with LP Queen for the period beginning July 1, 2025 through June 30, 2028 in an amount not-to-exceed $158,880 with two optional one-year extensions; and WHEREAS, The three-year agreement will be funded in the Wastewater Maintenance & Operations (M&O) annual budget.
WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this resolution are true and correct, and establish the factual basis for the City Council’s adoption of this resolution.
Formally award the three-year contract to LP Queen Cleaning, LLC in the amount, not-to-exceed $158,800 with two (2) optional one-year extensions subject to future budget appropriations.
The City Council hereby authorizes the City Manager or their designee to execute all associated documents and take all appropriate actions necessary to carry out the purpose and intent of the resolution, including executing any and all amendments.
This Resolution shall take effect immediately upon adoption.
