RESOLUTION R2025-XXX
resolution approving A LETTER OF UNDERSTANDING BETWEEN THE SAN JOAQUIN COUNCIL OF GEVERNMENTS, THE COUNTY OF SAN JOAQUIN, AND THE CITY OF MANTECA FOR A PRELIMINARY STUDY TO EXTEND ROTH ROAD; AUTHORIZING THE CITY ENGINEER TO SIGN THE LETTER WHEREAS, Roth Road has been identified as a key east-west regional corridor and was previously studied to identify improvements for the existing segment from Interstate 5 to Airport Way in 2023; and WHEREAS, the extension of Roth Road from Airport Way to State Highway Route 99 (SR99), including a potential new Roth Road/SR99 interchange (Project), is strongly supported as a regional transportation project for goods movement and improved traffic circulation in the central and south county area; and WHEREAS, the San Joaquin Council of Governments (SJCOG), the County of San Joaquin (County, and the City of Manteca (City) collectively desire to initiate and fund a Project Study Report-equivalent (PSR-e) for the Project with a total cost not to exceed $500,000; and WHEREAS, SJCOG, County, and City have prepared a Letter of Understanding outlining the roles and equal funding commitments of $166,667 for each agency with SJCOG serving as the lead agency for this effort; and WHEREAS, the City Council has considered all information related to this matter as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff and any information provided during the public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby approves the Letter of Understanding for the extension of Roth Road from Airport Way to SR99 and potential new Roth Road/ SR99 interchange Project Study Report-equivalent.
The City Council hereby authorizes the City Engineer to sign the Letter of Understanding.
The City Council hereby authorizes the City Manager or their designee to apply complete and execute all associated documents and take all appropriate actions necessary to carry out the purpose and intent of this resolution.
This Resolution shall take effect immediately upon its adoption.
