RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, ACKNOWLEDGING PERFLUOROOCTANOIC ACID (PFOA) AND PERFLUOROHEXANE SULFONIC ACID (PFHxS) NOTIFICATION REGARDING WELLS 19 AND 22 WHEREAS, raw water samples collected from Wells 19 and 22 had detections of Perfluorooctanoic Acid (PFOA) and Perfluorohexane Sulfonic Acid (PFHxS) above the State Water Resources Control Board’s Division of Drinking Water (DDW) Notification Levels; and WHEREAS, DDW requires notification of the City Council of the exceedances, including the health based risks associated with PFOA and PFHxS, which include problems with the liver, immune system, thyroid and may have an increased risk of certain cancers, including testicular and kidney cancers; and WHEREAS, treated water samples showed complete removal of PFOS and PFHxS from Well 19, however, Well 22 only showed a reduction in concentrations; and WHEREAS, due to the inadequate treatment at Well 22, a treatment system with GAC is being designed to completely remove both PFOS and PFHxS; and WHEREAS, the Public Works Department will include these detections in our 2025 Consumer Confidence Report; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
1. The facts set forth in the above recitals are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
2. The notification by staff of the detection of PFOA and PFHxS in Wells 19 and 22 above the DDW Notification Level is acknowledged and staff is authorized to submit the resolution to DDW.
3. This Resolution shall take effect immediately upon its adoption.
