RESOLUTION R2025-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, APPROVING BUDGET APPROPRIATIONS FOR FISCAL YEAR 2025-26 TO COVER AN INCREASE OF THE CITY’S CONTRIBUTION TOWARD MEDICAL INSURANCE PREMIUMS AND THE WAIVER STIPEND EFFECTIVE JANUARY 1, 2026 WHEREAS, the City participates in CalPERS health plans and the CalPERS Board of Administration approved health plan premiums for calendar year 2026 which included premium increases across all medical plans offered; and WHEREAS, the City has a Medical Contribution Policy which indicates the City will complete an annual evaluation to contribution rates, and any recommended changes will be presented to a public council meeting for consideration; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby approves the total budget appropriation of $664,800 for the second half of Fiscal Year 2025-26, of which $277,428 is an impact to the General Fund and the remainder shall be budgeted across funds as shown in the staff report table by reference.
The City Council hereby approves an update to the City’s stipend payment for employees that waive medical insurance under the Medical Premium Policy.
The City Council hereby approves an update to the City’s monthly medical contribution under the Medical Premium Policy as referenced in Attachment 2.
The City Council authorizes the City Manager to execute any and all documents and/or records for purposes of carrying out this Resolution, including, but not limited to, all necessary amendments.
6. This Resolution shall take effect immediately upon adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 21st day of October 2025, by the following vote:
