RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, APPROVING A BUDGET APPROPRIATION OF $50,000 FROM GOVERNMENT FACILITIES FEE FUND (FUND 540) TO CAPITAL IMPROVEMENT PROJECT 24071 – MANTECA POLICE DEPARTMENT HEADQUARTERS; APPROVE A CONTRACT AMENDMENT TO CONTRACT C2025-28 WITH LPA, INC INCREASING THE CONTRACT AMOUNT BY $50,000, FROM $4,548,610 TO $4,598,610 FOR COSTS ASSOCIATED WITH ADD SERVICE AND UPDATED SCOPE OF WORK AS TO THE REVISED SITE AND SALLY COURT FOR THE NEW POLICE HEADQUARTERS; AND AUTHORIZE THE CITY MANAGER OR DESIGNEE TO TAKE ALL APPROPRIATE ACTIONS NECESSARY TO CARRY OUT THE PURPOSE AND INTENT OF THE RESOLUTION WHEREAS, the original contract for LPA, Inc to provide architectural and engineering services for the new Police Department headquarters was approved at a regularly scheduled City Council Meeting on February 4, 2025; and WHEREAS, due to unforeseen circumstances with PG&E and an easement on the south boarder of the property line, it has become necessary to revise the site and relocate the sally court; and WHEREAS, under the original contract, any work not reasonably anticipated by the parties at the time of execution but later determined by the City to be necessary for project completion, is classified as “Extra Work” and qualifies as Additional Services.
WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings; and WHEREAS, during a meeting on November 4, 2025, with LPA and the City, we deemed this project revision necessary to complete the project.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby approves the budget appropriation of $50,000 to expenditure account lines within Government Facilities Fee Fund (Fund 540).
The City Council hereby approves increasing CIP 24071 – Manteca Police Department Headquarters by $50,000.
The City Council hereby approves Amendment No. 1 to the agreement (C2025-28) with LPA, Inc. increasing the contract amount by $50,000, from $4,548,610 to $4,598,610.
This Resolution shall take effect immediately upon adoption.
