Section 1: PURPOSE
The City Council of the City of Manteca declares and adopts this policy to establish a system to:
Provide procedural guidance for the display of Governmental Flags. In adopting this policy, the City Council declares that City of Manteca flagpoles are an expression of the City's official speech and are not intended to serve as a forum for free expression of or by the public. The City Council further declares that flagpoles on City-owned property that is leased to a third party shall be treated as a private leasehold interest of the third party and this policy shall not apply to those properties.
Section 2: FLAGS
Flags on City Flagpoles
Only Governmental Flags shall be flown on City flagpoles. For purposes of this policy, "Governmental Flags" mean the United States Flag, the State of California Flag, the City of Manteca Flag if one is adopted, and City of Manteca City Department Flags.
United States Flag and State of California Flag. The United States Flag and the State of California Flag shall be displayed in accordance with Federal and State law, including Title 4 and Title 36 of the United States Code and Sections 430 through 439 of the California Government Code.
Flags of the City of Manteca The City of Manteca Flag, and/or City of Manteca Department Flags, if displayed on a City flagpole with the United States Flag and State of California Flag, shall be placed in the third position of honor below the United States Flag and California State Flag.
Flags Inside City Hall.
Flags inside the City Hall Lobby. The United States Flag, California State Flag, Flags of the City of Manteca, or any Sister City Flags may be displayed in the lobby area of Manteca City Hall.
Flags inside City Council Board Chambers.
The United States Flag and the California State Flag shall be the only flags displayed behind the dais in the City Council Chambers.
The United States Flag shall be displayed on the left side of the Mayor when facing the dais. The California State Flag shall be displayed on the right side of the Mayor when facing the dais.
Section 3: RESPONSIBILITY
