RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, APPROVING A FIVE-YEAR EXTENSION OF THE SUBSCRIPTION SERVICE AGREEMENT WITH ACCELA, INC. FOR THE PERMITTING, PLAN REVIEW, AND INSPECTION SOFTWARE, IN THE TOTAL AMOUNT OF $631,965.78, INCLUDING A FIRST-YEAR COST OF $116,678.02, AND AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS WHEREAS, the City of Manteca currently utilizes the Accela Permit Software as its primary software for permitting, plan review, and inspection services within the Development Services Department; and WHEREAS, the Accela Platform provides cloud-based services that improve operational efficiency, customer access, workflow automation, and compliance with State requirements; and WHEREAS, the current Subscription Service Agreement with Accela, Inc. is set to expire, and staff recommends a five-year extension to ensure continuity of service, maintain cost predictability, and avoid disruption of mission-critical operations; and WHEREAS, the total cost of the five-year extension is $631,965.78, with a first-year cost of $116,678.02, and sufficient funds have been included in the Development Services and Engineering operating budgets to cover these costs; and WHEREAS, it is in the best interests of the City to execute the five-year extension of the Accela Subscription Service Agreement and authorize the City Manager to sign all documents necessary to implement this extension.
WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council approves a five-year extension of the Subscription Service Agreement with Accela, Inc. in the total amount of $631,965.78; and The City Manager is authorized to execute the agreement, the Renewal Order Form and any related documents necessary to effectuate the extension.
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct and establish the factual basis for the City Council’s adoption of this Resolution.
This Resolution shall take effect immediately upon adoption.
