Project Name: City of Manteca Police Department Headquarters Project No.: C32602.01
Description : Add Service 02: Signalization & Offsite Civil
SCOPE OF SERVICES
Per Manteca PD request, LPA is pleased to complete the design for the new Intersection Signal on S. Main to facilitate police vehicle entry/exit to the site, as well as completing additional survey work for S. Main.
Currently Main Street has a divided median which will need to be modified to accommodate vehicle turn movements in and out of the proposed access driveways .
The southerly driveway entrance is intended for emergency and police activity only. It is intended to be signed for restricted access . It is desired to make that southerly driveway access on Main Street a fully signalized intersection with an actuator within the facility that can control the lights in an emergency for those vehicles to have priority in the signal phasing.
To allow for those movements, the existing median on Main Street will need to be modified and the southerly intersection will need to be investigated for proper design accounting for potential conflicts with the Wawona Street traffic movements which are currently and desired to remain as right turn only onto Main Street.
This proposal include s the below scope to achi eve the above intent :
Survey
• Field survey to create a topographical map of the development site frontage along Main Street. The field survey will extend north of the project site to encompass improvements to the proposed northern driveway access. It will also encompass the area around and south of Wawona Street to have information necessary for that intersection design with Ma in Street along with the proposed southern driveway access. Survey will also include the frontage along Main Street to the median between both driveway access points where sidewalk improvements are being proposed. • Control, monument, and corner records will be set, recorded, and reset within the area of civil design described above as necessary with the potential impacts from the proposed improvements. • Right of way determination will be a portion of the survey work so the topographical map will contain accurate boundaries of private and public right of way for design limits.

• Modifications to the existing medians in S. Main to support the new signalization and project access . • Frontage improvements along S. Main, replacing sidewalk between the south property line, and north edge of project boundary.
Traffic Signal Design
• Full Traffic Signal Plans of the southern access driveway and the surrounding intersection improvements to best control traffic and provide the emergency priority as well as other traffic restrictions and protections. The Traffic Signal Plans shall include a conductor schedule, equipment schedule, phase diagrams, signal design plan view, signal design details, equipment models, emergency vehicle preemption, and all necessary assemblies to provide a fully functional signal system as determined necessary by the engineer for a complete design meeting City requirements and current Caltrans Standard Plans /Specifications and MUTCD. o Coordinate with PG&E for submission of the application to define point of connection for the intersection signalization improvements. Coordination with PG&E may include exhibits and design information necessary to submit a complete PG&E application. A sit e visit with PG&E is included as necessary. PG&E design work will be reviewed and verified to meet the design intent. Both the PG&E portion of work and contractor work will be shown in the plans and responsibility clearly defined.
o Signal design will include traffic signal cabinet, controller, service pedestal, battery backup system, cellular equipment, ethernet switch, and all the traffic signal components per Caltrans Transportation Electrical Equipment Specifications TEES and CA M UTCD for the signalized intersection as determined necessary by the engineer for a complete design.
The signal design will also comply with the most current versions of the Caltrans Standard Plans/Specifications and MUTCD.
o Design will account for Opticom 764 Phase Selector, Optical Detector Cables, and Discriminator modules for emergency phasing of signals during an emergency, as determined necessary by the engineer for a complete design. o Traffic Signal Plans will include signal pole locations, the placement of the traffic signal cabinet and service pedestal, as well as potential configurations for blank -out signs to manage conflicting vehicle movements. These conflicts primarily involve ri ght-turning vehicles from Wawona Street and left -turning police vehicles exiting the station onto Main Street. The proposed traffic signal plan aim to enhance safety and operational efficiency at the intersection. See Figure 1.1 for a preliminary concept illustrating proposed limit lines, signal pole locations, and other essential traffic signal equipment necessary for a fully operational and safe signalized intersection that accommodates general traffic as well as emergency vehicle movements.
o Intersection photometric lighting analysis as a part of the project plans. o Proposed signal timing complying with Omni software as a part of the project plans.
Volume counts would be required . Signal Coordination isn’t covered as part of this project.
