(Projected beneficiaries: 15,012; 780 in Manteca) NOTE: Bread of Life provides a valuable program that helps feed individuals and families in need through free grocery distribution. The program offers structured instruction in theater, dance, music, visual arts, and creative expression to promote social connection, confidence, skill development, and meaningful community participation. The proposed project will deliver accessible public services to individuals of all abilities who meet low- and moderate-income eligibility requirements. Programming is designed to be inclusive and welcoming, creating opportunities for individuals with and without disabilities to learn, collaborate, and participate together in a supportive community environment. NOTE: The Shining Stars Project is a valuable program supporting inclusive performing arts and community enrichment. However, the City is not recommending CDBG funding as the proposal did not clearly demonstrate how participants would be verified to meet HUD low- and moderate-income requirements.
