RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, APPROVING THE PLANS AND SPECIFICATIONS FOR THE CENTRAL TRUNK SEWER PROJECT CIP NO. 24004, AUTHORIZING A CALL FOR BIDS, AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO TAKE ALL APPROPRIATE ACTIONS NECESSARY TO CARRY OUT THE PURPOSE AND INTENT OF THE RESOLUTION WHEREAS, On March 2024, the City adopted the 2024 Wastewater Master Plan (WWMP) which identified WCS-06 Central Trunk Sewer Project (Project) as a high priority project due to its location in the collection system, pipeline age, and risk of failure; and WHEREAS, the Project will replace the existing dilapidated 36-inch sewer line and lift station with a new deeper 36-inch sewer trunk gravity line and allow for the following:
Abandonment of the existing lift station
Flow by gravity to the WQCF
Increase in system capacity from 15 MGD to over 19 MGD, per the WWMP Cost savings through reduced Operations and Maintenance The select alignment will not impact the public or create traffic detours Minimal temporary construction impact to the municipal golf course; and WHEREAS, the Project Plans, Specifications, and Estimates have been completed and are available for review in the Engineering Department; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby approves Plans and Specifications for the Central Trunk Sewer Project CIP No. 24004.
The City Council hereby authorizes a Call for Bids.
The City Council hereby authorizes the City Manager or designee to apply for permits, apply for State and Federal grants, solicit project-funding support, complete and execute all associated documents, and take all appropriate actions necessary to carry out the purpose and intent of this resolution.
This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 12th day of May 2026, by the following vote:
