City Clerk Cassandra Candini-Tilton stated for the record that Councilmember Halford and Vice Mayor Lackey were absent from meeting.

B. CLOSED SESSION: Mayor Singh adjourned to closed session at 4:34 p.m.
B.1. 26‑275 CONFERENCE WITH LABOR NEGOTIATORS (Government Code Section 54957.6): City designated representatives: Toni Lundgren, City Manager, Jose Jasso, Assistant City Manager, Kevin Jorgensen, Assistant City Manager, Stephanie Van Steyn Director of Human Resources, Stephen Schluer, Chief of Police, and Matthew Boring Director of Finance. Employee Organizations: Manteca Police Officers’ Association, Manteca Police Employee’s Association, Manteca Firefighters IAFF Local 1874, Operating Engineers Local Union No. 3 (OE3), Manteca Technical and Support Services Association, Manteca Mid‑Manager Association, and Manteca Public Safety Management Association.
