RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA APPROVING AN AGREEMENT FOR SERVICES WITH WILLDAN ENERGY SOLUTIONS FOR THE CONCEPTUAL DESIGN OF A SOLAR PHOTOVOLTAIC AND ENERGY STORAGE PROJECT AT THE CITY OF MANTECA WASTEWATER QUALITY CONTROL FACILITY; AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO TAKE ALL APPROPRIATE ACTIONS NECESSARY TO CARRY OUT THE PURPOSE AND INTENT OF THE RESOLUTION WHEREAS, in early 2026, the City of Manteca (City) was approached by Energy Systems Group (ESG) and Willdan Energy Solutions (Willdan), separately, with proposals for a solar photovoltaic system at the City’s Wastewater Quality Control Facility that would be funded by future cost savings from the power generated; and WHEREAS, ESG’s proposal included a 1.8 mega-Watt ground mounted solar photovoltaic system with an estimated $1.89 million in rebates; and WHEREAS, Willdan’s proposal included a 1.7 mega-Watt floating solar photovoltaic and battery system with an estimated $3.2 million in rebates; and WHEREAS, staff has reviewed both proposals and recommends moving forward with a technical feasibility review of Willdan’s proposal, at no cost to the City; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby authorizes the City Manager or designee to sign the agreement with Willdan Energy Solutions for the conceptual design of a photovoltaic and energy storage project at the WQCF.
The City Council hereby authorizes the City Manager or designee to apply for permits, apply for State and Federal grants, solicit project-funding support, complete and execute all associated documents, and take all appropriate actions necessary to carry out the purpose and intent of the resolution.
This Resolution shall take effect immediately upon adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 16th day of June, 2026, by the following vote:
