RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, ADOPTING THE MANTECA TRANSIT FIXED-ROUTE REDESIGN NETWORK WHEREAS, The City of Manteca Transit Division initiated a comprehensive evaluation of its fixed route transit system in Fall 2025 to ensure the fixed route transit network continues to meet the evolving transportation needs of the community; and WHEREAS, the City hired a consulting firm to conduct a study and develop a recommended fixed route network that better meets the current and future transit needs. As part of the study, the consultants evaluated the existing transit system, analyzed ridership, travel patterns, identified service gaps and opportunities for improvement, and conducted a comprehensive public outreach process to gather community input; and WHEREAS, The proposed network replaces the four existing routes with five redesigned local routes (Routes 1 through 5) and one express service (ST Sierra Direct Tripper), with the ACE Shuttle adding one more trip. Routes 2, 4, and 5 operate Monday through Saturday; Routes 1 and 3 will operate Monday through Friday. The plan also includes the ST Sierra Direct Tripper; and WHEREAS, Transit Division conducted an extensive public participation process throughout the development of the proposed network redesign consistent with the agency’s adopted Public Participation Plan for public involvement. A public hearing notice is required to be published in a newspaper of general circulation at least 30 days in advance. This requirement was met with a public notice published in the Manteca Bulletin on July 10, 2026; and WHEREAS, City Staff will evaluate the network through ongoing performance monitoring of ridership, passenger satisfaction, and cost effectiveness to determine long term viability; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
2. The City Council hereby approves the Manteca Transit Fixed-Route Redesign Network; and Authorizing implementation of the proposed redesigned Fixed- Route Network effective October 1, 2026
3. This Resolution shall take effect immediately upon adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 18th day of August, 2026, by the following vote:
