BACKGROUND
The Engineering and Traffic Survey (ETS) for speed limits is intended to serve as the basis for the establishment and enforcement of speed limits. California Vehicle Code Requires ETS every 5 years.
On May 2, 2023, the City of Manteca City Council approved the current Engineering and Traffic Survey for all posted Speed Limits in Manteca.
On June 18, 2024, the City Council approved Amendment No. 1 for the Engineering and Traffic Survey for Speed Limits.
Safety concerns were raised by the public to the Traffic Solutions Committee requesting re-evaluating the speed limit for the segment of Crom Street between Union Road and Airport Way. Engineering collected Traffic Survey speed data to conclude that the speed limit for the segment of Crom Street between Union Road and Airport Way shall be reduced by 5 miles per hour from 35MPH to 30MPH.

RECOMMENDATIONS
AMENDMENT NO. 2 for The Engineering and Traffic Survey for Speed Limits dated June 18, 2026, recommends changing the posted speed limit for the following segment. All other posted speed limits are to remain the same:
