RESOLUTION R2026-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, APPROVING:
1) THE FOLLOWING NEW OR UPDATED CLASSIFICATIONS: KENNEL ASSISTANT; ASSISTANT DIRECTOR OF INFORMATION TECHNOLOGY & INNOVATION; ASSISTANT DIRECTOR OF PARKS, RECREATION & TRANSIT; DIRECTOR OF ENGINEERING; PAYROLL SUPERVISOR; HOUSING AND HOMELESS PROJECT SPECIALIST; ANIMAL CONTROL RESCUE COORDINATOR (PART-TIME); POLICE RECORDS CLERK (PART-TIME); AND CODE ENFORCEMENT OFFICER (PART-TIME) 2) THE SALARY MATRICES FOR THE MANTECA POLICE EMPLOYEES’ ASSOCIATION (MPEA); PART-TIME/AT-WILL SALARY SCHEDULE; MANTECA TECHNICAL AND SUPPORT SERVICES ASSOCIATION (TSS); UNREPRESENTED MANAGEMENT/CONFIDENTIAL EMPLOYEES’ UNIT (CEU); AND EXECUTIVE MANAGEMENT SALARY MATRICES 3) UPDATED UNREPRESENTED MANAGEMENT/CONFIDENTIAL EMPLOYEES’ UNIT (CEU) COMPENSATION AND BENEFITS PLAN DOCUMENT; 4) UPDATED EXECUTIVE MANAGEMENT COMPENSATION AND BENEIFTS PLAN DOCUMENT; 5) UPDATED POSITION CONTROL LIST OF POSITIONS;
AND
6) APPROPRIATIONS TO FUND THE RECOMMENDED POSITION CHANGES.
WHEREAS, the Human Resources Department conducted a classification analysis on all positions and is recommending approval of job descriptions for Kennel Assistant; Assistant Director of Information Technology & Innovation; Assistant Director of Parks, Recreation & Transit; Director of Engineering; Payroll Supervisor; Housing and Homeless Project Specialist; Animal Control Rescue Coordinator (Part-Time); Police Records Clerk (Part-Time); and Code Enforcement Officer (Part-Time); WHEREAS, the Human Resources Department is recommending the approval of the attached salary matrices for MPEA (2026/27; 2027/28; and 2028/29); Part-Time At-Will (effective September 1, 2026); TSS effective September 1, 2026; Unrepresented/CEU (2026/27; 2027/28; and 2028/29) and Executive Management (2026/27; 2027/28; and 2028/29); WHEREAS, the Human Resources Department is recommending the approval of an updated Unrepresented/CEU plan document to include Payroll Supervisor; and the Executive Management plan document to include the job classification updates for Assistant Director of Information Technology & Innovation; Assistant Director of Parks, Recreation & Transit; and Director of Engineering; WHEREAS, the Human Resources Department is recommending the approval of position changes as follows, which results in six (6) new full-time positions, three (3) new part-time positions, and eight (8) full-time positions being funded by reclassifications/budget conversions:
Position Eliminations:
One (1) part-time Kennel Assistant; one (1) IT Applications Manager position; one (1) IT Applications Engineer; one (1) Administrative Assistant III; one (1) Senior Payroll Technician; one (1) part-time Administrative Staff in Housing and Homeless; one (1) Recreation Manager; and one (1) Assistant Director of Engineering, effective upon Council approval on September 1, 2026.
New/Updated Positions:
Two (2) Police Sergeants; two (2) Police Officers; one (1) Public Safety Dispatcher I/II; one (1) Assistant Director of Parks, Recreation & Transit; one (1) Kennel Assistant; two (2) Management Analysts; one (1) Assistant Director of Information Technology & Innovation; one (1) Recreation Supervisor; one (1) Director of Engineering; one (1) Payroll Supervisor; one (1) Housing and Homeless Project Specialist; one (1) part-time Animal Control Rescue Coordinator; one (1) part-time Police Records Clerk; and one (1) Code Enforcement Officer, effective upon Council approval on September 1, 2026.
WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby approves updated and new job classifications for: Kennel Assistant; Assistant Director of Information Technology & Innovation; Assistant Director of Parks, Recreation & Transit; Director of Engineering; Payroll Supervisor; Housing and Homeless Project Specialist; Animal Control Rescue Coordinator (Part-Time); Police Records Clerk (Part-Time); and Code Enforcement Officer (Part-Time); The City Council hereby approves the MPEA Salary Matrices effective September 1, 2026; July 1, 2027; and July 1, 2028; Part-Time At-Will Salary Matrix effective September 1, 2026; Unrepresented/CEU Salary Matrices effective September 1, 2026; July 1, 2027; and July 1, 2028; TSS Salary Matrix effective September 1, 2026; and Executive Management Salary Matrices effective September 1, 2026; July 1, 2027; and July 1, 2028; The City Council hereby approves the position changes which results in six (6) new full-time positions, three (3) new part-time positions, and eight (8) full-time positions being funded by reclassifications/budget conversions; The City Council hereby approves the Unrepresented Management/CEU Compensation and Benefits Plan Document updated September 1, 2026; The City Council hereby approves the Executive Management Compensation and Benefits Plan Document updated September 1, 2026.
The City Council approves the following appropriations to fund the recommended position changes:
This Resolution shall take effect immediately upon adoption.
